RFPs filter providers. A weak RFP returns a stack of generic capability statements. A strong RFP exposes whether a provider can actually deliver. This article gives you the nine-section template with diagnostic questions that quality providers can answer concretely and legacy providers cannot. Section 1: Provider Overview
Establishes the provider’s structural fit. Three questions matter: How long have you been operating? In which countries do you own legal entities? What is your headcount, and how is it distributed?
What good looks like: 5+ years operating, owned entities in supply countries (Vietnam, Philippines, Indonesia, etc.), 100+ engineers placed at any given time. Anything under 3 years operating or no owned entities raises operational and compliance risk.
Section 2: Vetting Methodology
The single highest-impact section. Ask for the vetting funnel in detail: applications received, candidates screened, technical assessments delivered, behavioral interviews, offers extended, acceptance rate.
What good looks like: Under 2 percent acceptance rate, four-stage vetting (technical + AI-native tooling + English + behavioral), documented rubrics, calibration sessions for human reviewers. Anything above 10 percent acceptance is resume forwarding.
Section 3: Engagement Models Offered
Quality providers offer Talent Subscription, Direct Hire, and (where useful) Contract-to-Hire variants under a single MSA. Legacy providers offer one model or charge for switching.

Section 4: Pricing Structure
Ask for sample invoices, not just rate sheets. Pricing should be a single blended rate that covers everything: wages, employer taxes, benefits, vetting, EOR, and provider margin.
What good looks like: Single blended monthly or hourly rate, transparent breakdown of what is included, no surprise line items, rate cards by seniority and country. Anything with itemized “transition fees” or “admin charges” is legacy pricing.
Section 5: Time-to-Match Commitments
SLAs on first-profile delivery, candidate-to-interview, and interview-to-start. Quality providers commit to 24-72 hours for first profile, 5-7 days to candidate selection, 10-14 days to engagement start.
What good looks like: SLA-backed commitments with penalties for missing them. Anything quoting 2-4 weeks for first profile is legacy.
Section 6: EOR and Compliance
Critical for offshore engagements. Ask: Which countries do you own EOR entities in? What statutory benefits do you provide? How is IP assigned? What is the misclassification protection?
What good looks like: Owned entities (not partner-dependent) in supply countries, full statutory benefits per local law, IP assignment from day 1 in line with US/EU standards, misclassification protection backed by provider liability. Forrester‘s 2026 Contingent Workforce Compliance research finds providers with owned entities have 0.3% dispute rate versus 11.4% for partner-dependent EOR.
Section 7: Replacement and Exit Terms
Three questions: What is the replacement guarantee duration? What are conversion fees if we move a contractor to FTE? What is the termination notice period?
What good looks like: 30-60 day replacement guarantee on Talent Subscription, 60-90 days on Direct Hire, zero conversion fees, 30-day termination notice. Legacy providers offer 14-day guarantees, multi-month conversion fees, and 90-day notice periods.
Section 8: Reporting and HRIS
Ask for sample dashboards. Quality providers offer client portals with engagement metrics, monthly velocity reports for Talent Subscription, HRIS integration options, and structured exit interview data.
What good looks like: Real-time client portal, monthly velocity and engagement reports, integration with major HRIS platforms, structured handoff documentation on engagement close.
Section 9: References and Case Studies
Generic case studies are weak. Ask for 3-5 references in your sector at your stage with engagements over 12 months.
What good looks like: Multiple sector-specific references, willingness to connect you directly, anonymized engagement metrics (retention, velocity, cost savings). Anything purely generic suggests the provider has no real sector presence.

How to Score RFP Responses
A practical scoring approach. Score each section 1-5 based on the answer quality. Sections 2 (Vetting), 6 (EOR), and 4 (Pricing) carry the most weight (multiply by 2). Sum the weighted scores.

Most decision-defining RFPs surface signal in sections 2, 4, and 6. If a provider hedges on vetting depth, has opaque pricing, or doesn’t own EOR entities, the engagement will be expensive to course-correct later.
RFP Sections Most Buyers Forget
The nine core sections cover the headline criteria, but four additional areas commonly absent from buyer RFPs produce material downstream surprises. SIA‘s 2025 Procurement Excellence Study found these were missing from 60%+ of mid-market IT staffing RFPs reviewed.
Security posture and data residency. Request SOC 2 Type II report (most recent), ISO 27001 certification status, penetration test summary, breach notification timelines, and data residency commitments by jurisdiction. For engagements touching customer data, this section is non-negotiable. The diagnostic question to add: “Where is engineer-generated work product stored, processed, and transmitted during and after the engagement?”
FX exposure and pricing currency. Specify the contract currency, FX adjustment mechanism (if any), and hedging policy. Default contracts often leave this ambiguous, which silently transfers currency risk to the buyer. Quality providers quote in USD with no FX adjustment for multi-year contracts; partner-dependent providers may quote in local currency with hidden volatility.
Conversion mechanics in detail. Beyond the conversion fee question, capture: minimum tenure before conversion is allowed, EOR vs direct conversion paths available, equity-grant handling during conversion, benefits transition mechanics, and immigration support if relevant. Forrester‘s 2026 buyer research found 23% of buyers regret signing without conversion detail because the realistic conversion path turned out to be more constrained than expected.
Off-boarding and knowledge transfer terms. What documentation does the engineer leave behind? What handoff support is included? Are there exit-interview commitments? Quality providers include 1-2 weeks of paid knowledge transfer in standard MSAs; legacy providers treat off-boarding as the buyer’s problem.
Common Vendor-Response Red Flags
RFP responses reveal as much about a provider as the answers themselves. Five recurring red flags in vendor responses correlate with downstream engagement quality issues.
Boilerplate answers that ignore the question. A response that does not directly answer Section 2’s vetting funnel question but instead provides a generic “we have a rigorous vetting process” paragraph signals the provider does not have rigorous vetting. Quality providers answer with specific numbers and process steps.
Inconsistencies across sections. Vetting acceptance rate of 1.5% in Section 2 but median engagement length of 6 months in Section 7 is internally inconsistent. Either the vetting is not actually selective or the placement quality is poor despite the vetting. Cross-reference numbers across sections to catch these.
Defensive language on commercial terms. Phrases like “we will discuss this during contract negotiation” on conversion fees, replacement terms, or termination notice typically signal terms that are worse than the buyer would expect. Quality providers state terms in the RFP response.
Generic case studies and references. Sector-specific RFPs require sector-specific references. Responses that cite generic Fortune 1000 case studies without sector match suggest the provider lacks sector depth. Forrester reports 41% of mid-market buyers selected providers whose sector references later turned out to be cursory.
Pricing dependent on engagement size or commitments not yet defined. “Rates depend on engagement volume” with no published rate card means the provider is reserving negotiation room. Quality providers publish rate cards in RFP responses; engagement-volume discounts are documented as percent-off published rates.
RFP Timeline and Stakeholder Map
A typical enterprise IT staffing RFP runs 6-10 weeks from issuance to vendor selection per Gartner 2026 procurement benchmarks. Compressed timelines (under 4 weeks) reduce response quality; extended timelines (over 12 weeks) lose engineering stakeholder engagement. The mature operating model has six checkpoints.
Week 0-1: Pre-RFP alignment. Stakeholder map: engineering hiring manager, engineering VP, procurement, legal, security, finance. Capture each stakeholder’s evaluation criteria before drafting the RFP. Procurement runs the process; engineering owns the outcome.
Week 1-2: RFP draft and review. Draft circulated for stakeholder input. Engineering reviews vetting and time-to-match sections; security reviews compliance section; legal reviews contract terms; finance reviews pricing structure.
Week 2: RFP issuance to longlist of 5-8 vendors. Aim for 2-3 vendors per category being evaluated.
Week 3-4: Vendor questions and clarifications. A single Q&A round with all vendors responding to the same shared questions. This prevents one-off side conversations that disadvantage some bidders.
Week 4-6: Vendor responses received and scored. Use the weighted scoring framework (Sections 2, 4, 6 weighted 2x). Aim for 2-3 finalists to advance to interviews.
Week 7-10: Finalist interviews, references, and selection. 90-minute working sessions with each finalist (technical, commercial, references). Final selection by week 10.
When NOT to Run an RFP
Not every engagement warrants a full RFP process. Forrester 2026 procurement research identifies three situations where a direct vendor selection (or 2-vendor mini-evaluation) outperforms a full RFP.
Urgency-driven engagements under 30 days. An RFP cycle takes 6-10 weeks; if the engagement need is faster than that, the RFP itself becomes the bottleneck. Direct selection from a pre-qualified vendor shortlist is the mature pattern.
Small engagements under $200,000 annually. The procurement overhead of a full RFP (50-150 hours across stakeholders) exceeds the value of the optimization for sub-$200K engagements. A 2-vendor mini-evaluation captures most of the benefit at one-third of the cost.
Existing successful vendor with proven sector fit. Renewing or expanding with a vendor running successful engagements over 12+ months is materially lower risk than switching. Forrester finds 67% of buyers who switched vendors for cost-optimization reasons after a successful 12-month engagement subsequently regretted the switch within 18 months.
What to Do With a Strong Vendor Response
RFPs produce noisy signal when the goal is just procurement compliance. They produce strong signal when the buyer uses the responses to drive operational decisions beyond vendor selection. Three uses of strong RFP responses that mature buyers leverage.
Internal benchmarking of the engineering org. Vendor responses to vetting depth, time-to-match, and engineer retention often outperform internal recruiting on the same metrics. Sharing the comparison with engineering leadership surfaces where the internal hiring process can improve, even if the buyer ultimately chooses to maintain in-house hiring for some roles.
Contractual leverage on incumbent providers. If the buyer is renewing with an incumbent, sharing the published rate cards and SLA commitments from competing RFP responses creates concrete leverage for renewal negotiations. SIA‘s 2025 Procurement Excellence Study found buyers who shared competitor RFP data achieved 8-15% rate concessions on renewal versus 1-3% without the comparison.
Talent market intelligence. Aggregated RFP responses reveal regional supply trends, specialty rate movements, and engagement-model shifts that individual vendor conversations do not. Storing RFP response data over multiple years builds proprietary market intelligence that informs future procurement and budget planning.
