TL;DR: Software developers in Singapore earn $7,100 to $18,150+ a month working for international clients on our Singapore developer rate card, the highest range of any market we cover. The closest US benchmark, the BLS median for software developers, was $135,980 a year in May 2025. We shortlist 6-8 Singapore candidates within 24 hours.
From 1 January 2027, a new Employment Pass needs a monthly salary of at least S$6,000, up from S$5,600, and the floor climbs with age to S$11,500 at 45 and above. The candidate must also clear the 40-point COMPASS test. For a Singapore company, that sets the price of bringing an engineer in from abroad. For a US company hiring remotely, the pass does not apply at all.
Key takeaways
- Information and communications vacancies in Singapore fell from 5,300 in March 2026 to 4,400 in June 2026, yet the whole market still had 1.48 vacancies per unemployed person.
- Employers pay 17% CPF on citizens and permanent residents aged 55 and below, on wages up to S$8,000 a month, and nothing on Employment Pass holders.
- The Employment Act's hours and overtime rules stop at a basic salary of S$2,600 for non-manual employees, so a developer's shift is a contract term.
- All Singpass APIs must be compliant with FAPI 2.0 by 31 December 2026, a deadline that lands on any team building login for Singapore users.

US Pay Benchmark for Software Developers
Software developers in Singapore map to Software Developers (SOC 15-1252), the BLS occupation for engineers who design, build and maintain software.
| BLS OEWS, May 2025, national |
Software Developers (15-1252) |
| Median annual |

| Median, monthly |
$11,330 |
| 75th percentile, monthly |
$14,330 |
| 90th percentile, monthly |
$17,890 |
Monthly figures are the annual wages on the OEWS profile for 15-1252 divided by 12, rounded to the nearest $10.
Singapore's floor sits just above the US 10th percentile, and its open top passes the 90th. On salary alone, a Singapore developer costs close to a US one. The case for hiring there rests on what the engineer has already shipped: payment systems under bank regulation, products for several Asian markets, or teams spread across the region.
Salary is only part of the US cost. In the BLS Employer Costs for Employee Compensation release for June 2026, wages and salaries made up 68.5% of employer compensation costs for full-time private industry workers, and benefits the other 31.5%.
Time Zone Overlap: Singapore Against ET, CT and PT
Singapore keeps UTC+8 all year with no daylight saving. US clocks stay on daylight time from 8 March to 1 November 2026, per NIST.
The arithmetic: 9:00 am in New York is 13:00 UTC under EDT (UTC-4), which is 9:00 pm in Singapore. Under EST (UTC-5) it is 10:00 pm.

Each shift is nine clock hours with a meal break, counted against a 9 am to 5 pm US day.
The standard Singapore day has a use of its own. It runs through the US night, so a developer there can review overnight pull requests, run releases and take first-line on-call before your team logs on. For Australian teams the gap is small: Sydney is 2 hours ahead of Singapore in its winter and 3 hours ahead in daylight saving, and Perth shares Singapore's clock.
Software Developer Skills to Screen For
Singapore engineers often come out of banks, payment firms and government digital services. That background shows up as habits around downtime, personal data and identity, which are worth testing directly.
Bank-grade uptime
The Monetary Authority of Singapore's Notice FSM-N05 caps unscheduled downtime at 4 hours per critical system in any 12 months and gives a bank 1 hour to report a relevant incident. Its Technology Risk Management Guidelines set expectations for change control and access. Ask a candidate from that sector to walk through the failover and alerting behind those numbers on a system they ran.
Personal data under the PDPA
Under the Personal Data Protection Act, an organization that assesses a breach as notifiable has 3 calendar days to tell the regulator, per the PDPC's guide on managing and notifying data breaches. Ask which access logs would let the candidate count the affected records within a day.
Identity: Singpass and NRIC numbers
Singpass says all its APIs must be fully compliant with FAPI 2.0 by 31 December 2026. The PDPC has also told organizations to stop using NRIC numbers for authentication by 31 December 2026. A developer who has built login for Singapore users should know both deadlines and what each one changes in the code.
AI work that has been tested
Singapore's AI Verify Foundation publishes Moonshot, an open-source tool for benchmarking and red-teaming LLM applications. For an AI hire, ask how they tested a model feature before release, which failure cases they wrote, and what they did when a test failed. Our AI engineers in Singapore and LLM engineers in Singapore pages go deeper on the role.
Contractor or Employer of Record in Singapore
Software is not one of the nine categories of commissioned work that can be "work made for hire" under 17 U.S.C. § 101, and a copyright transfer must be in writing and signed under § 204(a).
Singapore's Copyright Act 2021 makes the author the default first owner (section 133), and gives the employer an employee's work made under a contract of service (section 134). A contractor keeps the copyright in their code until they sign a written assignment (section 138). IPOS summarizes the same split.
IRS Publication 515 says the place where services are performed determines the source of the income, so a developer working from Singapore earns foreign-source income. A foreign individual gives the payer Form W-8BEN to certify foreign status.
Singapore has no single conclusive test for employment. The Ministry of Manpower's contract of service page weighs who controls timing and method, who provides the tools, and whether the worker shares in profit or loss. Part 4 of the Employment Act, on hours, rest days and overtime, covers non-manual employees only up to a basic salary of S$2,600, per MOM.
Employer costs turn on the hire's status, not just the salary. The CPF Board sets the employer share for citizens and permanent residents aged 55 and below at 17%, on ordinary wages up to S$8,000 a month. On an S$8,000 salary that is S$1,360 a month for a citizen and nothing for an Employment Pass holder.
A developer who works your sprint hours on your laptop leans towards employment. Our Employer of Record service employs that developer, and our Singapore EOR page explains the setup. This is a summary, not legal advice.

English Level and Working Norms in Singapore
English was the language spoken most often at home by 58.1% of Singapore residents aged 5 and over in 2025, up from 48.3% in 2020, according to the General Household Survey 2025. EF's English Proficiency Index 2025 has no Singapore page, so there is no EF score to quote.
The market is tight but loosening at the top end. The Ministry of Manpower's Labour Market Report for the second quarter of 2026 puts total vacancies at 68,600 in June 2026, down from 73,300 in March. Financial services and information and communications saw the largest falls. Expect a strong candidate to hold one or two other offers.
Singapore's Ministry of Manpower lists 11 public holidays for 2026. Deepavali falls on Sunday 8 November, so employees whose rest day is Sunday get Monday 9 November off. Thanksgiving on 26 November 2026 is a working day in Singapore, so a developer there can watch a deploy while your US team is off.
Software Developer Hiring Process in Singapore
Second Talent's vetting covers stages 2 to 5 before you see a profile.
Stage 1: Define what the hire owns
You name the systems the developer will own, the stack in production, and any Singapore personal data or bank client in scope. Pick a shift from the table above, and decide whether the hire must sit in Singapore or can work remotely.
Stage 2: Application review
We look for software running in production with real users: a payment flow, a Singpass login, a data pipeline with an owner. A candidate should name the incident or upgrade they led and what broke.
Stage 3: Skills assessment
The candidate fixes and extends a small service in your stack, adds tests, and masks personal fields in a data export. We score the code, the tests and the written notes.
Stage 4: Live technical interview with a senior engineer
A senior engineer reviews the assessment in English, then moves to design: an outage budget for a bank client, a breach count from access logs, or a migration off NRIC-based login.
Stage 5: Background and reference checks
We ask former managers how the candidate handled production incidents, data access and deadlines. You then choose the contractor or EOR route above.
A Singapore developer who is employed today usually owes notice under their contract, so plan the start date around it. Under the Employment Act's default rules, which apply when a contract is silent, notice runs from one day to four weeks depending on length of service.
