On 8 July 2026, President Marcos met Amazon Web Services executives on a proposed $5 billion investment over 15 years that could bring a full AWS Region to the country, per the Philippine News Agency. Until then, the local footprint is the Manila Local Zone, ap-southeast-1-mnl-1a, whose parent Region is Singapore, per the AWS Local Zones list. Salary is only part of the US cost. In the BLS Employer Costs for Employee Compensation release for June 2026, wages and salaries made up 68.5% of employer compensation costs for full-time private industry workers, and benefits the other 31.5%.
Time Zone Overlap: Manila Against ET, CT and PT
Night work costs extra in the Philippines. Article 86 of the Labor Code gives employees a night shift differential of at least 10% of the regular wage for each hour between 10 pm and 6 am.
Manila runs on UTC+8 with no daylight saving time, and US daylight time lasts from 8 March to 1 November 2026, per NIST. The arithmetic: 9:00 am in New York under EDT (UTC-4) is 13:00 UTC, which is 9:00 pm in Manila. Under EST (UTC-5) the same meeting starts at 10:00 pm, and 9:00 am in Chicago under CDT also lands at 10:00 pm.

Each shift counts nine clock hours, meal break included, against a 9 am to 5 pm US working day.
The first row is the on-call shift. From 9 am to 6 pm in Manila it is 9 pm to 6 am in New York and 6 pm to 3 am in San Francisco under daylight time. The engineer takes your overnight pages in local daylight, runs patching and change windows while US traffic is low, and writes the handover your team reads at the start of its day.
The 4 pm to 1 am row suits design reviews and incident retros with an East Coast team. The 9 pm to 6 am row covers a full New York day and puts the differential on eight hours.

Cloud Engineer Skills to Screen For
AWS Local Zones need an explicit opt-in, and a Local Zone subnet lives in a VPC in the parent Region, per the Local Zones getting started guide. Certifications and what they prove
A certificate proves an exam pass on a date, and each vendor sets its own clock. AWS certifications last three years, per its recertification page. Microsoft associate, expert and specialty certifications must be renewed every year through a free, open-book online assessment, per Microsoft Learn. Google Cloud's exam terms make a Professional certification valid for two years and an Associate one for three.
Ask for the credential ID and verify it. Then ask what the candidate built after the exam: an account they restructured, a network they designed, or a bill they cut.
Terraform, OpenTofu and licensing
HashiCorp moved Terraform from the Mozilla Public License to the Business Source License on 10 August 2023, per the OpenTofu manifesto. The OpenTofu fork shipped its first stable release on 10 January 2024. IBM completed its acquisition of HashiCorp on 27 February 2025.
Ask which tool the candidate's last team chose and why. Then ask where they kept state, how they locked it, how they split modules across accounts and how they caught drift between plan and reality.
Kubernetes upgrades on EKS
Amazon EKS keeps a Kubernetes minor version in standard support for 14 months, then in extended support for 12 more, per its version documentation. Version 1.33 left standard support on 29 July 2026, and 1.34 follows on 2 December 2026. The EKS pricing page puts standard support at $0.10 per cluster per hour and extended support at $0.60.
Upstream moves faster. The Kubernetes releases page shows 1.37.0 released on 26 August 2026 and end of life for 1.34 on 27 October 2026. The project also retired Ingress NGINX in March 2026, with no further releases or security fixes, and points users to Gateway API.

Cost control and FinOps
Small line items add up across accounts. AWS has charged $0.005 per hour for every public IPv4 address since 1 February 2024, per its announcement. That is $3.60 per address over a 30-day month, on idle addresses and in-use ones alike.
Hand the candidate a month of billing data from a test account and ask for the three changes they would make first. Look for tagging, rightsizing and a plan for clusters drifting into extended support, not just a request for a bigger discount.
Identity, MFA and breach reporting
Microsoft now enforces MFA on Azure in two phases. Phase 1, from October 2024, covered the Azure portal. Phase 2, from 1 October 2025, covers create, update and delete calls from the Azure CLI, Azure PowerShell, IaC tools and the REST API, per Microsoft Entra documentation. Managed identities and service principals are not affected, so a user account used for automation needs to move to a workload identity.
Philippine law adds a clock. NPC Circular 16-03 requires a personal information controller to notify the National Privacy Commission within 72 hours of knowing about a breach, with a full report within five days. Ask a candidate from a Philippine company how their logging supported that timeline and who filed the notice.
Contractor or Employer of Record in the Philippines
Software is not one of the nine categories of commissioned work that can be "work made for hire" under 17 U.S.C. § 101, and a transfer must be in writing and signed under § 204(a).
The Philippine rule points the same way. Section 178.4 of the Intellectual Property Code gives the commissioning party ownership of a commissioned work, but the copyright stays with the creator unless a written stipulation says otherwise. Section 178.3 gives an employer the copyright in work from an employee's regularly assigned duties. Name Terraform modules, pipeline definitions, scripts and runbooks in the assignment.
IRS Publication 515 says the place where services are performed determines the source of the income, so an engineer working from Manila or Cebu earns foreign-source income. A foreign individual gives the payer Form W-8BEN to certify foreign status.
Keep ownership of the estate itself on your side under either route. The cloud accounts, the root or global admin credentials and the billing relationship should sit in your company's name, with the engineer working through roles you can revoke.
Philippine courts apply the four-fold test: selection and engagement, payment of wages, the power of dismissal and control over how the work is done. In Atok Big Wedge v. Gison, the Supreme Court named control the most important. A contractor who sits on your on-call rota and takes change requests from your engineering manager starts to look like an employee.

English Level and Working Norms in the Philippines
The Philippines' IT job-function score on the EF English Proficiency Index 2025 is 581, above its national score of 569, which ranks 28th of 123 countries and regions against a global average of 488. Writing, at 603, runs 64 points ahead of speaking at 539, per EF's Philippines page.
That suits cloud work, which runs on written English: the incident update, the change request and the postmortem your US team reads at the start of its day. Hand finalists a raw incident timeline and ask for the status update they would post to your stakeholders.
Proclamation 1006 sets the Philippine holidays for 2026. Bonifacio Day on Monday 30 November is a regular holiday, 8 December is a special non-working day, and Christmas Eve joins them as an additional special non-working day. Christmas Day and Rizal Day on 30 December are regular holidays. Build your December on-call rota and change freeze around those dates early.
Thanksgiving on 26 November 2026 is a working day in the Philippines, so a Manila engineer can hold the pager while your US team is off.
