TL;DR: Full-stack developers in the Philippines earn $1,600 to $3,350+ a month working for international clients on our rate card, second-lowest of four markets after Indonesia, and we shortlist 6-8 candidates within 24 hours. The closest US benchmark, the BLS median for software developers, was $135,980 a year in May 2025.
JobStreet's full-stack developer page for the Philippines lists Angular next to React, and MySQL as the database. Professional developers in Stack Overflow's 2025 survey used PostgreSQL more, 58.2% against 39.6%. Ask which stack a candidate ran in production before you test for yours.
Key takeaways
The Philippine range sits between Indonesia's and Malaysia's, and its open top of $3,350+ sits $350 above Vietnam's floor. The figures are what developers in each market earn working directly for foreign companies, before any employer or platform costs.
| Market | Monthly pay working for international clients (USD) |
|---|---|
| Philippines | $1,600-$3,350+ |
| Indonesia | $850-$2,270+ |
| Malaysia | $2,090-$5,040+ |
| Vietnam | $3,000-$7,000+ |

Monthly ranges from the Remote (Working for International Clients) figures on our rate cards for the Philippines, Indonesia, Malaysia and Vietnam, converted at ExchangeRate-API mid-market rates for 14 September 2026.
The Philippine card quotes ₱100,000 to ₱210,000+ a month, converted at ₱62.69 to the dollar. Vietnam's card publishes US dollars, so its row needs no conversion.
Local-market pay runs close to that floor. On JobStreet's full-stack developer salary page, built from pay disclosed in Philippine job ads, the middle half runs ₱70,000 to ₱80,000 a month ($1,120 to $1,280). The 90th percentile is ₱90,000 ($1,440).
A developer near the top of the local range can move onto the foreign-client range with a ₱10,000 raise, so budget from the foreign-client row.
Through Second Talent you pay one monthly fee that bundles salary, payroll taxes, statutory contributions and our service fee, quoted per role and market. Our pricing page explains the monthly subscription, and our full-stack developers page compares the wider pool in Asia.
Full-stack developers map to Software Developers (SOC 15-1252), because the job is building application software from the schema to the interface. Web Developers (15-1254) covers the web half of the job, and sits alongside for a role built around screens.
| BLS OEWS, May 2025, national | Software Developers (15-1252) | Web Developers (15-1254) |
|---|---|---|
| Median annual | $135,980 | $92,650 |
| 10th percentile, monthly | $6,870 | $4,010 |
| 25th percentile, monthly | $8,770 | $5,350 |
| Median, monthly | $11,330 | $7,720 |
| 75th percentile, monthly | $14,330 | $10,520 |
| 90th percentile, monthly | $17,890 | $13,520 |
Monthly figures are the annual wages on the OEWS profiles for 15-1252 and 15-1254 divided by 12, rounded to the nearest $10.
Salary is only part of the US cost. In the BLS Employer Costs for Employee Compensation release for June 2026, wages and salaries made up 68.5% of employer compensation costs for full-time private industry workers, and benefits the other 31.5%. Our full-stack cost-to-hire page prices the US freelance and agency routes.
Manila keeps UTC+8 all year and does not change its clocks. US daylight time runs from 8 March to 1 November 2026, per NIST, so each Manila time for a US 9 am moves an hour later in November.
The arithmetic: 9:00 am in Chicago under CDT (UTC-5) is 14:00 UTC, and 14:00 UTC is 10:00 pm in Manila. Under CST (UTC-6) it is 11:00 pm. New York's 9:00 am lands an hour earlier in Manila, and San Francisco's two hours later.
| Manila shift (UTC+8) | ET overlap (EDT / EST) | CT overlap (CDT / CST) | PT overlap (PDT / PST) | Hours between 10 pm and 6 am |
|---|---|---|---|---|
| 9 am-6 pm | 0 / 0 | 0 / 0 | 0 / 0 | 0 |
| 2 pm-11 pm | 2 / 1 | 1 / 0 | 0 / 0 | 1 |
| 7 pm-4 am | 7 / 6 | 6 / 5 | 4 / 3 | 6 |
| 10 pm-7 am | 7 / 8 | 8 / 8 | 7 / 6 | 8 |
Each shift is nine clock hours with a meal break, counted against a 9 am to 5 pm US day. The 2 pm row keeps one standup and a review slot with New York and leaves the rest of the day for pull requests your team reads the next morning.
Full-stack work splits along that line. Pairing on an API contract or a tricky migration needs live hours, while building screens against an agreed schema does not.
Late hours cost more for employees. The Labor Code sets a night shift differential of at least 10% for each hour between 10 pm and 6 am (Article 86), six hours of the 7 pm shift. We set the shift before the offer, which is how our placements get 4-6 hours of daily overlap with US hours.

Our Philippine card names JavaScript frameworks and PHP, Laravel in particular, as the stacks that open the most doors for full-stack developers there. Screen the five areas below against your own stack, and for PHP products we also staff Laravel developers in the Philippines.
JobStreet lists both frameworks for the role. Node.js was the most used web technology among professional developers in the 2025 Stack Overflow survey, at 49.1%, with React at 46.9%. Give an Angular-trained candidate a small React component with a state bug and score how they reason about re-renders.
React disclosed CVE-2025-55182 on 3 December 2025: unauthenticated remote code execution in React Server Components, rated CVSS 10.0. Ask a senior candidate what they upgraded that week, how they found the affected apps and how long the rollout took.
Vercel's postmortem on CVE-2025-29927, a Next.js middleware bypass, advises against middleware as the only protection for a route. Show the candidate an app that checks auth only in middleware and ask where the second check belongs.
The 18.6-point gap between PostgreSQL and MySQL in the survey matters when a candidate's experience runs the other way. Give them a schema change on a PostgreSQL table that already holds production data. Ask for the migration, the index built without blocking writes and the rollback.
The OWASP Top 10:2025 ranks broken access control as A01, its top risk. Plant an API route that checks for a signed-in user but not whether that user owns the record, and see whether the candidate catches it in review. Then hand them an AI-written pull request: in Stack Overflow's 2025 AI results, 66% of respondents named "AI solutions that are almost right, but not quite" as a frustration.
Software is not one of the nine categories of commissioned work that can be "work made for hire" under 17 U.S.C. § 101, and a transfer must be in writing and signed under § 204(a). Philippine law points the same way: section 178.4 of the Intellectual Property Code leaves copyright in commissioned work with its creator unless a written stipulation says otherwise. Put the assignment in the contract before the first commit.
IRS Publication 515 says the place where services are performed determines the source of the income, so a developer working from Manila earns foreign-source income. A foreign individual gives the payer Form W-8BEN to certify foreign status. On their own side, a self-employed developer can elect the 8% tax on gross receipts above ₱250,000 under BIR Revenue Regulations 8-2018.
Philippine courts apply the four-fold test: selection and engagement, payment of wages, the power of dismissal and the power to control the work. In Atok Big Wedge v. Gison the Supreme Court called control the most important of the four. A developer in your standups, on your tickets and your hours fits it.
Working from home changes little for an employee. Section 5 of the Telecommuting Act requires the same treatment as comparable office staff, with overtime and night shift differential paid at no less than the legal rates. Employment also brings 13th month pay under PD 851 and Memorandum Order 28. Contributions go to SSS (15% shared, credit cap ₱35,000), PhilHealth (5%, cap at ₱100,000) and Pag-IBIG (2% each side, ₱10,000 cap).
Worked examples sit in our Philippines payroll, benefits and tax guide. A scoped project suits a contractor agreement. A developer inside your sprint cadence is the case our Employer of Record service covers, and the Philippines EOR page has the local details. This is a summary, not legal advice.
| Independent contractor | Employer of Record | |
|---|---|---|
| Legal employer | None; the developer invoices you | The EOR's Philippine entity |
| US paperwork | Form W-8BEN from the developer | Service agreement with the EOR |
| IP | Written assignment signed by the developer (IP Code 178.4) | Employer owns work from regular duties (IP Code 178.3), passed on through your EOR agreement |
| Local labor law | Four-fold test risk if you control hours and methods | Telecommuting Act parity, night differential and 13th month pay apply |
| Pay currency | Agreed in the contract, often USD | Peso payroll run by the EOR |
Filipino adults score 603 for writing on the EF English Proficiency Index 2025, and most full-stack work reaches a US team in writing. The national score is 569, 28th of 123 countries and regions against a global average of 488, and the IT job-function score is 581, per EF's Philippines page. Speaking scores 539, 64 points lower.
Ask for three pieces of writing during the assessment: a pull request description, a migration note and an incident summary. They show whether the 2 pm async row from the time zone table will work for your team.
December is the month to plan around. Proclamation 1006 makes 25 and 30 December regular holidays, with 8, 24 and 31 December special non-working days, so freeze year-end releases or name US cover. Thanksgiving on 26 November 2026 is a working day in the Philippines, and a developer there can watch production while your US team is off.

Second Talent's vetting covers stages 2 to 5 before you see a profile. Our full-stack interview guide has question sets for your own final round.
Stage 1: Define what the hire owns Write down which half of the stack the developer will run in production, the framework and database versions, and a shift from the table above. An Angular-and-MySQL background and a Next.js-and-PostgreSQL role share a title and need different tests.
Stage 2: Application review We look for shipped, running software: a deployed app, a repository with recent commits or a product the candidate can demo. We ask who operated it after launch and which database it ran on.
Stage 3: Skills assessment The candidate builds one feature that needs a PostgreSQL migration, an API endpoint and a React component, with a planted access-control bug. We score the pull request description as well as the code.
Stage 4: Live technical interview with a senior engineer A senior engineer walks through the assessment in English, then reviews an AI-generated diff with the candidate and asks how they would patch a Next.js app after a critical React advisory.
Stage 5: Background and reference checks We ask former managers about the quality of written handoffs and reliability on a shifted schedule. You then sign with the IP assignment in place, as a contractor agreement or through an EOR.
We shortlist 6-8 candidates within 24 hours from 100,000+ pre-vetted engineers, accepting only the top 1% of applicants. Full-stack developers from the Philippines come with $0 upfront, no lock-in and 4-6 hours of daily overlap with US hours. We handle contracts, payroll and equipment, with compliant EOR contracts in the Philippines.
Our pricing page sets out the monthly subscription, and for API-heavy roles we also staff back-end developers in the Philippines.
Everything you need to know about employment laws, payroll, and compliance when hiring developers in the Philippines.
The Philippines runs one of the largest technology services sectors in the world, and it is the only market in Asia where a full overlap with US business hours is routine rather than a concession. Here is the state of it going into 2026.
IT-BPM export revenue in 2025, on track for $42B in 2026
People employed in the sector, targeting 1.97M by end of 2026
EF English score, 28th of 123 countries, high proficiency band
Monthly starting point for a senior engineer through us
Industry body IBPAP reported about $40 billion in export revenue for 2025 across roughly 1.9 million workers, growth that beat the global market. In July 2026 it cut its 2028 targets to $50.5 billion and 2.14 million workers, down from the $59 billion and 2.5 million projected in 2022, citing AI adoption and stronger competition. The work being automated is the scripted, high volume end. Engineering is the part moving up the value chain, which is why IBPAP is now steering toward global capability centres rather than outsourced support.
In the 2025 EF English Proficiency Index the Philippines scored 569 and ranked 28th of 123 countries, inside the high proficiency band and well above the 488 global average. Within Asia it sits second, behind Malaysia. For engineering work the practical difference from first place is negligible: design docs, pull request comments and client calls happen without a translation layer.
Metro Manila holds the deepest pool, the highest rates and most of the product engineering work. Cebu is the strongest secondary hub, generally 10 to 20 percent cheaper with lower attrition. Davao, Iloilo and Bacolod are smaller but real, and remote hiring puts them 20 to 30 percent below Manila rates at the same seniority.
See what each role actually pays in the Philippines developer rate card.
