JobStreet's .NET developer salary page for the Philippines lists C#, .NET Core, Microsoft SQL Server, ASP.NET, Entity Framework and MVC among the role's skills, and leaves out Azure. That is an enterprise estate, and your screen should test whether a candidate can move one onto a supported runtime.

The Philippine card quotes ₱85,000 to ₱230,000+ a month, converted at ₱62.69 to the dollar. The open top matters: a senior engineer who has led a .NET Framework migration can sit well above the ceiling shown.
Local employers pay less. On the JobStreet page, built from salary ranges employers disclose in Philippine job ads, the middle half runs ₱60,000 to ₱70,000 a month ($960 to $1,120). Its 90th percentile is ₱80,000, still ₱5,000 below the card's floor. Budget from the foreign-client row, since that is the range your offer competes in.

Salary is only part of the US cost. In the BLS Employer Costs for Employee Compensation release for June 2026, wages and salaries made up 68.5% of employer compensation costs for full-time private industry workers, and benefits the other 31.5%.

Microsoft ships .NET patches on Patch Tuesday, the second Tuesday of the month, and its Windows monthly security release typically goes out at 10:00 am Pacific. On that timing, 13 October 2026 means 17:00 UTC, or 1:00 am on Wednesday in Manila. A developer there starts the day with the patches already out and can have staging rebuilt before New York wakes up.
Manila keeps UTC+8 all year. US clocks stay on daylight time from 8 March to 1 November 2026, per NIST, so each overlap shrinks by an hour for East and Central teams in November.
The arithmetic: 9:00 am in New York under EDT (UTC-4) is 13:00 UTC, which is 9:00 pm in Manila. Under EST (UTC-5) it is 10:00 pm. The 10 November end of support falls after the change: 10:00 am PST that day is 18:00 UTC, or 2:00 am on 11 November in Manila.

Each shift is nine clock hours counted against a 9 am to 5 pm US day. The Labor Code sets eight normal hours (Article 83) and a meal break of at least 60 minutes (Article 85).
Migration work does not need the full night. A 4 pm to 1 am shift covers the stand-up and the first review cycle with New York, then leaves the Manila morning for build failures and data checks.
The late rows cost more for employees. The Labor Code sets a night shift differential of at least 10% for each hour between 10 pm and 6 am (Article 86). We agree the shift before the offer, which is how our placements get 4-6 hours of daily overlap with US hours.

Microsoft's .NET support policy lists .NET 10 as the only active long-term support release, supported until 14 November 2028. .NET 8 and .NET 9 are both in maintenance and both end on 10 November 2026. Most of the screen below follows from those dates.
Even-numbered releases get three years of support and odd-numbered releases two, which is why .NET 8 and .NET 9 end together. Ask for the last runtime upgrade the candidate shipped to production: the version they left, the breaking change that cost the most time, and how they proved nothing regressed.
A candidate who has only started projects on new versions has not done this job.
EF Core follows the runtime. Microsoft's EF Core release table shows EF Core 8.0 and 9.0 both target .NET 8 and both lose support on 10 November 2026, while EF Core 10.0 runs to 10 November 2028.
The database may be older still. The SQL Server 2016 lifecycle page puts the end of extended support at 14 July 2026, with a third year of Extended Security Updates ending in July 2029. Give the candidate a slow LINQ query and the SQL it generates, and ask for the index and the rewrite.
Microsoft's Blazor guide for Web Forms developers expects Web Forms to stay Windows-only, supported as long as .NET Framework ships as part of Windows. The .NET Framework lifecycle page lists January 2027 as the end date for version 4.6.2. Ask the candidate to plan one MVC 5 controller's move to ASP.NET Core, including authentication, session state and the configuration that used to live in web.config.
Microsoft's migration guide says support for the in-process model ends on 10 November 2026, and in-process apps on runtime 4.x target .NET 8. Azure is missing from the JobStreet skills list, so put it in the assessment if your stack is serverless. Hand the candidate an in-process HTTP trigger. Ask for the isolated version, dependency injection included.
Starting with .NET 9, BinaryFormatter throws a PlatformNotSupportedException regardless of project type, per Microsoft's migration guide. Older session caches and message payloads break on the first run.
Patching has its own trap. Microsoft's advisory for CVE-2025-55315, a Kestrel request smuggling flaw fixed in ASP.NET Core 8.0.21 and 9.0.10, tells teams to recompile and redeploy self-contained apps built on an affected version. Ask how the candidate finds self-contained deployments across a fleet. Our C# and .NET interview guide has more question sets.
Software is not one of the nine categories of commissioned work that can be "work made for hire" under 17 U.S.C. § 101, and a transfer must be in writing and signed under § 204(a). On the Philippine side, section 178.4 of the Intellectual Property Code leaves copyright in a commissioned work with its creator unless a written stipulation says otherwise. Name the solutions, NuGet packages, database migrations and deployment scripts in the assignment.
IRS Publication 515 says the place where services are performed determines the source of the income, so a developer working from Cebu or Pasig earns foreign-source income. A foreign individual gives the payer Form W-8BEN to certify foreign status.
Philippine courts apply the four-fold test: selection and engagement, payment of wages, the power of dismissal and the power to control the work. In Atok Big Wedge v. Gison the Supreme Court called control the most important of the four. A fixed-price port of one reporting module fits a contractor agreement. A developer in your sprints with production database access and hours you set meets the test.
A contractor who registers with the BIR can elect the 8% income tax option on gross receipts above ₱250,000. Employment brings four statutory lines instead:

The Philippines scores 581 for the IT job function on the EF English Proficiency Index 2025, above its national score of 569, which ranks 28th of 123 countries and regions against a global average of 488, per EF's Philippines page. Writing scores 603 and speaking 539.
Enterprise .NET work runs on written change control: the upgrade note, the rollback plan, the ticket an auditor reads a year later. That favours the stronger skill. Ask finalists to write the release note for one breaking change from a runtime upgrade, then have a US engineer deploy from it.
The 2026 holiday proclamation makes 8 December, the Feast of the Immaculate Conception, a special non-working day. That is also December's Patch Tuesday, but on the usual timing the patches land at 2:00 am on 9 December in Manila, so the holiday costs nothing.
Rizal Day on 30 December is a regular holiday, and 24 and 31 December are special non-working days, so freeze deployments for the last week of the year. Thanksgiving on 26 November 2026 is a working day in the Philippines, and a developer there can run post-release checks while your US team is off.

The Philippines runs one of the largest technology services sectors in the world, and it is the only market in Asia where a full overlap with US business hours is routine rather than a concession. Here is the state of it going into 2026.

Industry body IBPAP reported about $40 billion in export revenue for 2025 across roughly 1.9 million workers, growth that beat the global market. In July 2026 it cut its 2028 targets to $50.5 billion and 2.14 million workers, down from the $59 billion and 2.5 million projected in 2022, citing AI adoption and stronger competition. The work being automated is the scripted, high volume end. Engineering is the part moving up the value chain, which is why IBPAP is now steering toward global capability centres rather than outsourced support.
In the 2025 EF English Proficiency Index the Philippines scored 569 and ranked 28th of 123 countries, inside the high proficiency band and well above the 488 global average. Within Asia it sits second, behind Malaysia. For engineering work the practical difference from first place is negligible: design docs, pull request comments and client calls happen without a translation layer.
Metro Manila holds the deepest pool, the highest rates and most of the product engineering work. Cebu is the strongest secondary hub, generally 10 to 20 percent cheaper with lower attrition. Davao, Iloilo and Bacolod are smaller but real, and remote hiring puts them 20 to 30 percent below Manila rates at the same seniority.
