TL;DR: Android developers in the Philippines earn $1,200 to $3,500 a month working for international clients on our rate card, the lowest ceiling of the five markets compared. The closest US benchmark, the BLS median for software developers, was $135,980 a year in May 2025.
Since 31 August 2026, new apps and app updates must target Android 16 (API level 36) to be submitted to Google Play, and teams that asked for more time have until 1 November 2026, per Google's target API level requirements. An Android developer from the Philippines who joins you this quarter should be able to ship that upgrade in their first sprint.

India and Malaysia open higher, and their cards leave the top open past $7,510 and $6,990, where the Philippine card stops at a fixed $3,500.
Philippine employers pay less than foreign clients, but the gap is narrower at the bottom of the card. JobStreet's Android developer salary page, built from pay disclosed in Philippine job ads, puts the middle half at ₱70,000 to ₱80,000 a month ($1,120 to $1,280). Its 90th percentile of ₱90,000 ($1,440) sits inside the lower part of our card, and our $3,500 top is more than twice that figure. Price your offer against the card, because those are the developers already working for foreign companies.

BLS publishes no Android occupation. The role maps to Software Developers (SOC 15-1252), because an Android developer designs and builds the applications a business ships to phones, tablets and other devices.

Monthly figures are the annual wages on the OEWS profile for 15-1252 divided by 12, rounded to the nearest $10. BLS counted 1,687,890 employees in the occupation.
The top of the Philippine card, $3,500, is about half the US 10th percentile.
Salary is only part of the US cost. In the BLS Employer Costs for Employee Compensation release for June 2026, wages and salaries made up 68.5% of employer compensation costs for full-time private industry workers, and benefits the other 31.5%.
Night work costs extra in the Philippines. Article 86 of the Labor Code gives employees a night shift differential of at least 10% of the regular wage for each hour between 10 pm and 6 am.
Manila runs on UTC+8 with no daylight saving time, and US daylight time lasts from 8 March to 1 November 2026, per NIST. The arithmetic: 9:00 am in New York under EDT (UTC-4) is 13:00 UTC, which is 9:00 pm in Manila. Under EST (UTC-5) the same meeting starts at 10:00 pm, and 9:00 am in Chicago under CDT also lands at 10:00 pm.

Android work splits well. A developer on the 4 pm to 1 am row joins stand-up and design review with an East Coast team, then runs device-farm test passes and staged Play rollouts after the US logs off. The 9 pm to 6 am row covers a full New York day and puts the differential on eight hours.

JobStreet's Android developer page for the Philippines lists Kotlin, Java, the Android SDK, Git, Model-View-ViewModel and Android Studio as top skills. Expect all of them on most CVs. Screen for versions, migrations and what broke in production instead.
Kotlin 2.4.0 shipped on 3 June 2026 and the 2.4.20 tooling release on 7 September 2026, per kotlinlang.org. Kotlin 2.5.0 is planned for December 2026. Since Kotlin 2.0, the Compose compiler ships as the org.jetbrains.kotlin.plugin.compose Gradle plugin and its version matches Kotlin, per Android's Compose compiler page.
Ask which Kotlin version the candidate's last app ran and how they moved it off the old standalone Compose compiler. A developer who never touched that step has worked on a team where someone else owned the build.
Google calls Jetpack Compose Android's recommended modern toolkit for building native UI. The core Compose libraries reached 1.12.1 on 9 September 2026 and Material 3 reached 1.4.0 on 23 September 2026, per the Compose release page.
Targeting API 36 changes behavior on Android 16 devices, per Android 16 behavior changes:
onBackPressed is no longer called.Give the candidate an XML screen that locks portrait and overrides onBackPressed, and ask for a plan to ship it at target SDK 36.
Apps that target Android 15 or higher must support 16 KB memory pages on 64-bit devices. From 1 February 2027, Google Play blocks updates that do not, per Android's page sizes guide. Apps written only in Kotlin or Java already work. Apps with C or C++ code, the NDK, or a third-party SDK that bundles native libraries need a rebuild.
Ask how the candidate would find every native library in your APK and which SDK vendors they would chase first.
Android Gradle plugin 9.0 builds Kotlin in by default, so projects no longer apply the org.jetbrains.kotlin.android plugin. It also uses the new DSL only and removes the old variant API, including applicationVariants, per the AGP 9.0 release notes. The current stable release, AGP 9.4.0 from September 2026, needs Gradle 9.6.0 and JDK 17.
Hand the candidate a build script that edits applicationVariants and ask them to port it to androidComponents.onVariants.
Google states that Kotlin Multiplatform is officially supported for sharing business logic between Android and iOS, and that it is stable and production-ready. Room, DataStore, ViewModel, Lifecycle and Paging all support iOS targets.
If you run an iOS app too, ask which layer the candidate would share first and which they would keep native. A good answer starts with data and networking, not screens.
Software is not one of the nine categories of commissioned work that can be "work made for hire" under 17 U.S.C. § 101, and a transfer must be in writing and signed under § 204(a).
The Philippine rule points the same way. Section 178.4 of the Intellectual Property Code gives the commissioning party ownership of a commissioned work, but the copyright stays with the creator unless a written stipulation says otherwise. Section 178.3 gives an employer the copyright in work from an employee's regularly assigned duties. Name source code, build scripts, design assets and test suites in the assignment.
IRS Publication 515 says the place where services are performed determines the source of the income, so a developer working from Manila or Cebu earns foreign-source income. A foreign individual gives the payer Form W-8BEN to certify foreign status.
Settle the app accounts before either route. Google's developer verification starts on 30 September 2026 for apps installed from Google Play and six other stores in Brazil, Indonesia, Singapore and Thailand. In 2027 it expands to all apps on certified devices worldwide. The verified identity should be your company's, so keep the Play Console and signing keys in your name and give the developer a user role.
Philippine courts apply the four-fold test: selection and engagement, payment of wages, the power of dismissal and control over how the work is done. In Atok Big Wedge v. Gison, the Supreme Court named control the most important. A contractor who joins your sprint rituals and takes tickets from your engineering manager starts to look like an employee.

The Philippines' IT job-function score on the EF English Proficiency Index 2025 is 581, above its national score of 569, which ranks 28th against a global average of 488. Writing, at 603, runs 64 points ahead of speaking at 539, per EF's Philippines page.
That favors written review. Android teams that settle UI and architecture changes in pull requests, with screenshots and screen recordings attached, get the most from a Manila developer. Ask finalists to write up one real change, including the devices they tested on.
Proclamation 1006 sets the Philippine holidays for 2026. Bonifacio Day on Monday 30 November is a regular holiday, 8 December is a special non-working day, and Christmas Eve joins them as an additional special non-working day. Agree cover for those dates early, so a staged rollout never runs with no one watching the crash reports.
Thanksgiving on 26 November 2026 is a working day in the Philippines, so a Manila developer can watch a staged rollout and crash reports while your US team is off.

Industry body IBPAP reported about $40 billion in export revenue for 2025 across roughly 1.9 million workers, growth that beat the global market. In July 2026 it cut its 2028 targets to $50.5 billion and 2.14 million workers, down from the $59 billion and 2.5 million projected in 2022, citing AI adoption and stronger competition. The work being automated is the scripted, high volume end. Engineering is the part moving up the value chain, which is why IBPAP is now steering toward global capability centres rather than outsourced support.
In the 2025 EF English Proficiency Index the Philippines scored 569 and ranked 28th of 123 countries, inside the high proficiency band and well above the 488 global average. Within Asia it sits second, behind Malaysia. For engineering work the practical difference from first place is negligible: design docs, pull request comments and client calls happen without a translation layer.
Metro Manila holds the deepest pool, the highest rates and most of the product engineering work. Cebu is the strongest secondary hub, generally 10 to 20 percent cheaper with lower attrition. Davao, Iloilo and Bacolod are smaller but real, and remote hiring puts them 20 to 30 percent below Manila rates at the same seniority.
