It puts the middle half at ₱73,000 to ₱83,000 a month ($1,170 to $1,330). Its 90th percentile of ₱93,000 ($1,490) sits ₱2,000 below the floor on our card. BLS publishes no Angular occupation. Most Angular roles map to Web Developers (SOC 15-1254), because an Angular developer builds the browser side of web applications. Enterprise roles that also own APIs and services sit closer to Software Developers (SOC 15-1252), so both are shown.

Salary is only part of the US cost. In the BLS Employer Costs for Employee Compensation release for June 2026, wages and salaries made up 70.0% of employer compensation costs for private industry workers, and benefits the other 30.0%.

Time Zone Overlap: Manila Against ET, CT and PT

Night work costs extra in the Philippines. Article 86 of the Labor Code gives employees a night shift differential of at least 10% of the regular wage for each hour between 10 pm and 6 am.

Manila runs on UTC+8 with no daylight saving time, and US daylight time lasts from 8 March to 1 November 2026, per NIST. The arithmetic: 9:00 am in New York under EDT (UTC-4) is 13:00 UTC, which is 9:00 pm in Manila. Under EST (UTC-5) the same meeting starts at 10:00 pm, and 9:00 am in Chicago under CDT also lands at 10:00 pm.

Angular Developer Skills to Screen For

In Stack Overflow's 2025 survey, 19.8% of professional developers used Angular, against 46.9% for React. Expect Angular on the CV, and screen for version history, migrations and change detection instead.

The release schedule and LTS

Each Angular major now gets 12 months of active support and 12 months of LTS, per the releases page. v22 shipped on 3 June 2026 and is active until June 2027. v21 is in LTS until June 2027. v20 LTS ends on 28 November 2026. Minor releases v22.3 to v22.5 are pencilled in for November 2026 to March 2027.

Ask which Angular version the candidate's last team ran in production and how far behind it was. Then ask how they would plan a two-major jump from v20 to v22 with ng update, and what they would test between steps.

Signals, Signal Forms and NgRx

Signals now run through the whole framework. Angular 19.0 marked the signal-based query APIs stable, and 20.0 stabilized linkedSignal and toSignal. Signal Forms arrived as experimental in 21.0 and were graduated to public API in 22.0. The Signal Forms guide still says reactive forms remain a solid choice for existing apps built on them.

State management follows the same path. NgRx Signals version 22.0.0 shipped on 24 August 2026 and requires Angular 22.

Give the candidate a component that mixes BehaviorSubject, async pipes and a reactive form. Ask what they would move to signals first, what they would leave in RxJS, and why.

Zoneless and the new OnPush default

Zoneless change detection was promoted to stable in Angular 20.2 in August 2025. The zoneless guide says zoneless is the default in Angular v21 and later. Angular v22 then made OnPush the default for components with no changeDetection property. Teams that want the old behavior must set ChangeDetectionStrategy.Eager.

That change can break screens that relied on Zone.js to catch every mutation. Hand the candidate a component that stops updating after a v22 upgrade and ask them to find the cause and fix it without switching back to Eager.

Standalone components and removed APIs

Components, directives and pipes became standalone by default in Angular 19, released in November 2024. Angular v22 removed ComponentFactoryResolver, ComponentFactory, provideRoutes() and the Hammer.js integration. It also changed the router's paramsInheritanceStrategy default from emptyOnly to always, per the v22.0.0 release notes.

Ask a candidate who has worked on an NgModule codebase how they moved it to standalone. Ask which removed APIs they would search for before starting a v22 upgrade.

AngularJS migrations

AngularJS support officially ended in January 2022. Yet 7.5% of professional developers in the Stack Overflow 2025 survey still used it. Some of your candidates will have spent years on AngularJS code, and some of your apps may still run it.

That history is useful if it came with a migration. Ask how they moved screens across, whether they ran both frameworks side by side, and how they retired the last AngularJS route.

Contractor or Employer of Record in the Philippines

Software is not one of the nine categories of commissioned work that can be "work made for hire" under 17 U.S.C. § 101, and a transfer must be in writing and signed under § 204(a).

The Philippine rule points the same way. Section 178.4 of the Intellectual Property Code gives the commissioning party ownership of a commissioned work, but the copyright stays with the creator unless a written stipulation says otherwise. Section 178.3 gives an employer the copyright in work from an employee's regularly assigned duties. Name components, design-system code, build configuration and test suites in the assignment.

IRS Publication 515 says the place where services are performed determines the source of the income, so a developer working from Manila or Cebu earns foreign-source income. A foreign individual gives the payer Form W-8BEN to certify foreign status.

Philippine courts apply the four-fold test: selection and engagement, payment of wages, the power of dismissal and control over how the work is done. In Atok Big Wedge v. Gison, the Supreme Court named control the most important. A contractor who joins your sprint rituals and takes tickets from your engineering manager starts to look like an employee.

English Level and Working Norms in the Philippines

The Philippines' IT job-function score on the EF English Proficiency Index 2025 is 581, above its national score of 569, which ranks 28th of 123 countries and regions against a global average of 488. Writing, at 603, runs 64 points ahead of speaking at 539, per EF's Philippines page.

That favors written review. Angular teams that settle component APIs and state design in pull requests get the most from a Manila developer. Ask finalists to write a short upgrade note for a real screen in your app, covering what changes and what could break.

Proclamation 1006 sets the Philippine holidays for 2026. Monday 2 November is an additional special non-working day. Bonifacio Day on Monday 30 November is a regular holiday, 8 December is a special non-working day, and Christmas Eve joins them as an additional special non-working day. v20 LTS ends on 28 November, two days before Bonifacio Day, so finish any v20 upgrade before the holiday run.

Thanksgiving on 26 November 2026 is a working day in the Philippines, so a Manila developer can watch a release while your US team is off.

Industry body IBPAP reported about $40 billion in export revenue for 2025 across roughly 1.9 million workers, growth that beat the global market. In July 2026 it cut its 2028 targets to $50.5 billion and 2.14 million workers, down from the $59 billion and 2.5 million projected in 2022, citing AI adoption and stronger competition. The work being automated is the scripted, high volume end. Engineering is the part moving up the value chain, which is why IBPAP is now steering toward global capability centres rather than outsourced support.

English, stated accurately

In the 2025 EF English Proficiency Index the Philippines scored 569 and ranked 28th of 123 countries, inside the high proficiency band and well above the 488 global average. Where the developers are

Metro Manila holds the deepest pool, the highest rates and most of the product engineering work. Cebu is the strongest secondary hub, generally 10 to 20 percent cheaper with lower attrition.
