Local job ads show where candidates start. On JobStreet, the middle half of solutions architect ads pays ₱88,000 to ₱98,000 a month ($1,400 to $1,560). Technical support engineer ads pay ₱30,000 to ₱40,000 ($480 to $640). Both sit below the foreign-client floor.

The AI labs set the seniority bar. Anthropic's forward deployed engineer posting asks for 8+ years in a technical, customer-facing role, so read the upper columns for a hire who will run accounts alone.
Salary is only part of the US cost. In the BLS Employer Costs for Employee Compensation release for June 2026, wages and salaries made up 68.5% of employer compensation costs for full-time private industry workers, and benefits the other 31.5%.
The same Anthropic posting expects engineers at customer sites 25-50% of the time. An engineer in Manila replaces most of that travel with calls, so the shift decides which customers get live time. Manila keeps UTC+8 all year, and US daylight time runs from 8 March to 1 November 2026, per NIST.
The arithmetic: 9:00 am in San Francisco under PDT (UTC-7) is 16:00 UTC, and 16:00 UTC is midnight in Manila. Under PST (UTC-8) it is 1:00 am. New York's 9:00 am lands three hours earlier, at 9:00 pm in September.

Each shift is nine clock hours with a meal break, counted against a 9 am to 5 pm US day. The 6 pm row gives an East Coast book of accounts six live hours in September. The midnight row gives a West Coast book all eight, and five with New York.
Split the book by coast before you hire. The 4 pm and 6 pm rows leave San Francisco with one to three hours, and the midnight row, the only one that serves both coasts, keeps the engineer working until 9 am.
Night hours cost more for employees. The Labor Code sets a night shift differential of at least 10% for each hour between 10 pm and 6 am (Article 86), which covers six hours of the midnight shift. We agree the shift before the offer, which is how our placements get 4-6 hours of daily overlap with US hours.

Our Philippine card flags the gap to test for. Many senior engineers built customer instincts in support and implementation roles, and fewer have shipped product changes themselves. Its advice is to ask what candidates have merged, not only what they have resolved.
Palantir's 2019 engineering post "Dev versus Delta" splits the work in two: a product engineer handles "one capability, many customers", a forward deployed engineer "one customer, many capabilities". Ask for a pull request the candidate merged into a product while deployed at a customer, and have them walk through the review comments.
AWS's guide to access for third parties lets a customer grant a vendor access through an IAM role without sharing the customer's security credentials.
The trust policy names the vendor's account and an external ID only the two parties know, which AWS uses against the confused deputy problem. Ask the candidate to write that policy, then explain what goes wrong if the external ID is the customer's company name.
Each major Go release is supported until there are two newer major releases, under the Go release policy. Go 1.27 shipped on 19 August 2026, which ended support for Go 1.25. Ask how the candidate would ship a security fix for a connector to a customer who has pinned an older toolchain and blocks outbound internet.
Anthropic's forward deployed engineers deliver MCP servers, sub-agents and agent skills for production workflows. Stack Overflow's 2025 AI survey found 66% of developers frustrated by "AI solutions that are almost right, but not quite", and a customer sees those failures first. Ask for the eval set the candidate would write before a customer's first agent goes live.
Customers and business partners often request a SOC 2 report from a service organization, according to the AICPA. Ask which controls the candidate's last deployment had to satisfy, and how they logged and removed their own access when the engagement ended.
Software is not one of the nine categories of commissioned work that can be "work made for hire" under 17 U.S.C. § 101, and a transfer must be in writing and signed under § 204(a). Section 178.4 of the Philippine Intellectual Property Code leaves copyright in a commissioned work with its creator unless a written stipulation says otherwise. Your customer contract may pass rights in connectors and scripts to the customer, and you can only pass on what the engineer assigned to you.
IRS Publication 515 says the place where services are performed determines the source of the income, so an engineer working from Manila earns foreign-source income even when the customer is in Ohio. A foreign individual gives the payer Form W-8BEN to certify foreign status.
Philippine courts apply the four-fold test, and in Atok Big Wedge v. Gison the Supreme Court called the power of control the most important of the four. An engineer who joins your customer calls on a fixed schedule, with standing access to customer accounts, fits it.
Data rules cut in your favour on this role. The Data Privacy Act exemption above covers US customer data handled in Manila. The Justice Department's bulk data rule lists six countries of concern: China, Cuba, Iran, North Korea, Russia and Venezuela. The Philippines is not one, so living in Manila does not make the engineer a covered person.

Plan go-lives around the Philippine calendar. Under Proclamation 1006, 2 November 2026, the day after US daylight time ends, is a special non-working day, and 30 November is a regular holiday. Thanksgiving on 26 November 2026 is a working day in the Philippines, so an engineer there can watch a customer launch while your US team is off.

Industry body IBPAP reported about $40 billion in export revenue for 2025 across roughly 1.9 million workers, growth that beat the global market. In July 2026 it cut its 2028 targets to $50.5 billion and 2.14 million workers, down from the $59 billion and 2.5 million projected in 2022, citing AI adoption and stronger competition. The work being automated is the scripted, high volume end. Engineering is the part moving up the value chain, which is why IBPAP is now steering toward global capability centres rather than outsourced support.
In the 2025 EF English Proficiency Index the Philippines scored 569 and ranked 28th of 123 countries, inside the high proficiency band and well above the 488 global average. Within Asia it sits second, behind Malaysia. For engineering work the practical difference from first place is negligible: design docs, pull request comments and client calls happen without a translation layer.
Metro Manila holds the deepest pool, the highest rates and most of the product engineering work. Cebu is the strongest secondary hub, generally 10 to 20 percent cheaper with lower attrition. Davao, Iloilo and Bacolod are smaller but real, and remote hiring puts them 20 to 30 percent below Manila rates at the same seniority.
