The Philippine card quotes ₱100,000 to ₱255,000+ a month, converted at ₱62.69 to the dollar, and leaves the top open. The Indonesian and Vietnamese cards publish US dollars with a fixed top.
Local employers pay less. On JobStreet's iOS developer salary page, built from pay disclosed in Philippine job ads, the middle half runs ₱68,000 to ₱78,000 a month ($1,080 to $1,240). The 90th percentile is ₱88,000 ($1,400), ₱12,000 under the card's floor, so a developer at the top of the local market takes a raise to move onto the foreign-client range.

Salary is only part of the US cost. In the BLS Employer Costs for Employee Compensation release for June 2026, wages and salaries made up 68.5% of employer compensation costs for full-time private industry workers, and benefits the other 31.5%.

Apple says 90% of App Store submissions are reviewed in less than 24 hours, so a build a Manila developer submits as the shift closes can clear review by your next morning. Manila keeps UTC+8 all year, and US daylight time runs from 8 March to 1 November 2026, per NIST.

The day row picks up one hour with San Francisco after 1 November: 8:00 am in Manila is 00:00 UTC, which is 4:00 pm PST the day before. A build submitted at 5:00 pm Manila time reaches App Review at 5:00 am in New York.
The 4 pm row gives a New York team a morning of design review and TestFlight feedback. The 7 pm row suits a team that ships weekly and wants a developer in the release call.
Late hours cost more for employees. The Labor Code sets a night shift differential of at least 10% for each hour between 10 pm and 6 am (Article 86): three hours of the 4 pm row and six of the 7 pm row. We agree the shift before the offer, which is how our placements get 4-6 hours of daily overlap with US hours.

Philippine job ads on JobStreet still ask for Objective-C and UIKit, so a strong local CV can describe an older codebase. Test Swift and SwiftUI against the iOS version your app targets.
The Swift project released Swift 6 on 17 September 2024 with an opt-in language mode that reports potential data races as compiler errors, where Swift 5.10 had offered warnings behind a flag. Give a candidate from an Objective-C shop a mixed module with a shared image cache, and ask them to turn on the Swift 6 language mode and clear the errors.
Apple's documentation for UIDesignRequiresCompatibility states that the system ignores the key when you build for iOS 27 or later. From April 2027, iOS apps uploaded to App Store Connect must be built with the iOS 27 SDK, so apps that deferred the new design lose that option. Ask the candidate what changes on a custom UIKit navigation bar once the key stops working.
Starting with iOS 17, SwiftUI supports the Observable macro. A view tracking an @Observable model updates only when a property its body reads changes; with ObservableObject, any published property change redraws it. Ask the candidate to migrate one view model and explain the performance difference.
Since 1 May 2024, Apple's upcoming requirements page has required approved reasons for listed APIs, including calls from third-party SDKs, before you can upload a new or updated app. Guideline 5.1.1(v) of the App Review Guidelines requires in-app account deletion for any app that supports account creation. Plant an analytics SDK without a privacy manifest and see whether the candidate flags it.
TestFlight takes up to 10,000 external testers, and testers can use a build for up to 90 days, per Apple's TestFlight overview. A phased release spreads an update over 7 days, and you can pause it for up to 30 days. Ask for the last release the candidate paused and what the crash report showed.
Apple displays an enrolled organization's name as the seller of its apps, and organization enrollment requires a D-U-N-S Number; the program costs 99 USD a year. Enroll your company, add the developer to your team, and keep signing certificates and App Store Connect records under your account, whichever route you pick.
Software is not one of the nine categories of commissioned work that can be "work made for hire" under 17 U.S.C. § 101, and a transfer must be in writing and signed under § 204(a). Section 178.4 of the Philippine Intellectual Property Code leaves copyright in a commissioned work with its creator unless a written stipulation says otherwise. Name the Xcode project, design assets and test suites in the assignment.
IRS Publication 515 says the place where services are performed determines the source of the income, so a developer working from Manila or Cebu earns foreign-source income. A foreign individual gives the payer Form W-8BEN to certify foreign status.
Philippine courts apply the four-fold test: selection and engagement, payment of wages, the power of dismissal and the power to control the work. In Atok Big Wedge v. Gison the Supreme Court called control the most important of the four. A developer who owns your release train, attends your standups and works your hours meets it.
Home-based employees keep their rights: section 5 of the Telecommuting Act requires the same treatment as comparable office staff, with overtime and night shift differential at no less than the legal rates. Employment also brings four statutory lines:

iOS work produces English that Apple's reviewers and your customers read, and Filipino adults score 603 for writing on the EF English Proficiency Index 2025, against 539 for speaking. The national score of 569 ranks 28th of 123 countries and regions against a global average of 488, and the IT job-function score is 581, per EF's Philippines page.
Guideline 2.1 asks for demo account details with a login-gated submission, and release notes go straight to the App Store. Have finalists write the review notes for a build behind a login and a release note for a crash fix.
Plan releases on both calendars. Proclamation 1006 makes 30 November, 25 December and 30 December regular holidays in 2026, with 8, 24 and 31 December special non-working days, so pause or finish a phased release before the last week of December. Thanksgiving on 26 November 2026 is a working day in the Philippines, and a developer there can watch crash reports while your US team is off.

Industry body IBPAP reported about $40 billion in export revenue for 2025 across roughly 1.9 million workers, growth that beat the global market. In July 2026 it cut its 2028 targets to $50.5 billion and 2.14 million workers, down from the $59 billion and 2.5 million projected in 2022, citing AI adoption and stronger competition. The work being automated is the scripted, high volume end. Engineering is the part moving up the value chain, which is why IBPAP is now steering toward global capability centres rather than outsourced support.
In the 2025 EF English Proficiency Index the Philippines scored 569 and ranked 28th of 123 countries, inside the high proficiency band and well above the 488 global average. Within Asia it sits second, behind Malaysia. For engineering work the practical difference from first place is negligible: design docs, pull request comments and client calls happen without a translation layer.
Metro Manila holds the deepest pool, the highest rates and most of the product engineering work. Cebu is the strongest secondary hub, generally 10 to 20 percent cheaper with lower attrition. Davao, Iloilo and Bacolod are smaller but real, and remote hiring puts them 20 to 30 percent below Manila rates at the same seniority.
