TL;DR: AI engineers in Singapore earn $14,210 to $27,620+ a month working for international clients on our rate card, and we shortlist 6-8 candidates within 24 hours. The closest US benchmark, the BLS median for software developers, was $135,980 a year in May 2025.
Singapore's Model AI Governance Framework for Agentic AI recommends human approval before irreversible agent actions such as making payments. It also suggests tracking how often reviewers override an agent, because a low rate may signal rubber-stamping.
Key takeaways
- The Singapore card's floor sits above the US monthly median for software developers.
- AI Singapore's model card for Qwen-SEA-LION-v4.5-27B-IT states that the model has not been aligned for safety.
- Singapore's Copyright Act allows copies made for computational data analysis, such as training a program, only where the copier has lawful access to the source.
- Singapore appears on the supported-country lists for Anthropic and the OpenAI API.
What AI Engineers Earn in Singapore Working for International Clients
China is the only market in the table whose range overlaps Singapore's: China's ceiling runs $4,550 above Singapore's floor. The figures are what engineers in each market earn working directly for foreign companies, before any employer or platform costs.

The Singapore card quotes S$18,000 to S$35,000+ a month. Our Singapore machine learning engineer card opens lower, at $10,660. Check whether your brief is product AI work or model training before you budget.
Through Second Talent you pay one monthly fee that bundles salary, payroll taxes, statutory contributions and our service fee, quoted per role and market. Our pricing page explains the subscription, and our AI engineer cost-to-hire page lists US freelance rates for contract work.
US Pay Benchmark for AI Engineers
BLS has no AI engineer occupation. The role maps to Software Developers (SOC 15-1252), because an AI engineer puts model calls, retrieval and agents into production software.

Set the tables side by side and Singapore offers no pay discount. Its card opens above the US median monthly figure, and its open top passes the 90th percentile. The case for a Singapore hire rests on the skills below, and the other rows in the cost table cover budget hires.
Salary is only part of the US cost. In the BLS Employer Costs for Employee Compensation release for June 2026, wages and salaries made up 68.5% of employer compensation costs for full-time private industry workers, and benefits the other 31.5%.
Time Zone Overlap: Singapore Against ET, CT and PT
An agent that waits for a US approver at 3 pm in Singapore waits until 3 am in New York while daylight time lasts. Singapore keeps UTC+8 with no daylight saving, and US daylight time runs from 8 March to 1 November 2026, per NIST.
The arithmetic: 3:00 pm in Singapore is 07:00 UTC, which is 3:00 am EDT (UTC-4). A 9:00 am start in New York is 9:00 pm in Singapore under EDT and 10:00 pm under EST. San Francisco's 9:00 am lands at midnight.

Each shift is nine clock hours with a meal break, counted against a 9 am to 5 pm US day.
Use the shared hours for approvals, eval reviews and prompt changes that touch production. Evaluation sweeps and batch inference can run in the Singapore day and report before your team logs on.
Shift terms at these salaries sit in the contract. Part 4 of the Employment Act regulates hours and overtime. It excludes managers and executives, and non-workmen earning a basic salary above S$2,600 a month.
We fix the shift before the offer, which is how our placements get 4-6 hours of daily overlap with US hours.
AI Engineer Skills to Screen For

Singapore's Infocomm Media Development Authority launched its agentic AI framework at Davos on 22 January 2026, per its announcement. Version 1.5 followed on 20 May 2026 with case studies from OCBC, Google and GovTech.
Singapore appears on the supported-country lists for Anthropic and the OpenAI API, so you need no workaround for model access. Spend the screen on the five areas below.
Approval checkpoints for agents
The framework lists the actions that should wait for a human: high-stakes decisions, irreversible actions such as deleting data or making payments, and behaviour outside the agent's work scope.
Its OpenClaw case study advises enforcing human approval through system-level controls where possible. Prompt-layer guardrails, it warns, may be bypassed or "forgotten". Give the candidate an agent with a payments tool and ask where the approval lives in code.
Southeast Asian language models
AI Singapore built Qwen-SEA-LION-v4.5-27B-IT on Qwen3.6-27B and distilled it from Qwen3.5-397B-A17B. The model covers English plus Burmese, Indonesian, Filipino, Malay, Tamil, Thai and Vietnamese, with a 262k context window. Its card warns that it has not been aligned for safety.
The same team's Gemma-SEA-Guard-12B-2602 returns only "safe" or "unsafe". Ask the candidate how they would pair a guard model with an unaligned one for a Thai support bot. Then ask which errors they would check by hand.
Personal data in training and evaluation
The Personal Data Protection Commission's advisory guidelines on AI systems, issued 1 March 2024, describe two consent exceptions. The business improvement exception covers AI that enhances an existing product, such as recommendations. The research exception covers commercial research with no product roadmap.
The guidelines ask for data minimisation and pseudonymisation as a basic control. They treat third-party developers of bespoke AI systems as data intermediaries with protection and retention obligations. Ask the candidate which fields they would strip from a support transcript before fine-tuning on it.
Training data under the Copyright Act
Section 244 of Singapore's Copyright Act 2021 permits copies made for computational data analysis. Section 243 defines that to include using a work to improve how a program handles that type of data. The copier needs lawful access to the source.
The Act's own illustrations say that circumventing a paywall, or breaching a database's terms of use, does not count as lawful access. Ask the candidate where their last training or retrieval corpus came from and whose terms governed it.
Evaluation for MAS-regulated clients
The AI Verify Foundation's Moonshot is an open-source tool that brings benchmarking and red teaming together for LLM applications. The Monetary Authority of Singapore consulted on AI risk management guidelines for all financial institutions from 13 November 2025 to 31 January 2026.
The proposal expects an inventory of AI use cases and an assessment of each one's risk materiality, covering impact, complexity and reliance. It allows a 12-month transition after the guidelines are issued. Ask the candidate to write the inventory entry and red-team plan for a retrieval assistant used by relationship managers.
Contractor or Employer of Record in Singapore
Software is not one of the nine categories of commissioned work that can be "work made for hire" under 17 U.S.C. § 101, and a copyright transfer must be in writing and signed under § 204(a).
Singapore's Copyright Act 2021 counts a computer program as a literary work (section 13) and makes the author the default first owner (section 133). For work an employee makes under a contract of service, the employer is first owner (section 134).
An assignment is valid only in writing and signed by the assignor (section 138). List prompts, eval sets, adapters and agent code in it by name.
IRS Publication 515 says the place where services are performed determines the source of the income, so an engineer working from Singapore earns foreign-source income. A foreign individual gives the payer Form W-8BEN to certify foreign status.
The Ministry of Manpower applies no single conclusive test to separate a contract of service from a contract for service. It looks at control of the work, who provides tools and workplace, and who bears profit and loss.
An engineer who owns your model pipeline full time, on your accounts and hours, fits the employee side. Our Employer of Record service employs that engineer in Singapore, and our Singapore EOR page covers the details. This is a summary, not legal advice.

English Level and Working Norms in Singapore
English is one of Singapore's four official languages, with Malay, Mandarin and Tamil, under Article 153A of the Constitution. EF's English Proficiency Index 2025 has no page for Singapore, so we cite no EF score.
AI work runs on written English: system prompts, eval rubrics, model cards. Ask finalists to write a rubric for one of your prompts and grade three model answers against it, in writing.
Under the Tripartite Guidelines on Flexible Work Arrangement Requests, an employee past probation can ask in writing for different hours. The employer should answer in writing within two months. Record the agreed US-facing shift in the offer.
Singapore has 11 public holidays in 2026. Deepavali falls on Sunday 8 November, giving employees whose rest day is Sunday the Monday off, and Christmas is a Friday. Chinese New Year 2027 falls on 6 and 7 February, with Monday 8 February off on the same rule.
Thanksgiving on 26 November 2026 is a working day in Singapore, so an engineer there can run an evaluation cycle while your US team is off.
AI Engineer Hiring Process in Singapore

Second Talent's vetting covers stages 2 to 5 before you see a profile.
Stage 1: Define what the hire owns
You name the product surface, the models and providers in use, and the actions an agent may take without a human. List the personal data in scope. Add the languages your users write in and a shift from the table above.
Stage 2: Application review
We look for AI in production with numbers attached. That can be an agent with approval steps, a retrieval system with an eval score, or a fine-tune with before-and-after results. A demo with no evaluation does not pass.
Stage 3: Skills assessment
The candidate builds a small agent with two tools, one of them irreversible, over an English and Malay document set. They add a human approval step in code, write the eval and report cost per run.
Stage 4: Live technical interview with a senior engineer
A senior engineer reviews the logs with the candidate in English. The questions cover the approval design, how they would red-team the agent, and which fields they removed from the data.
Stage 5: Background and reference checks
We ask former managers what the candidate shipped, how they handled personal data and how risk or compliance teams rated their work. You then choose the contractor or EOR route above.
