Set the two tables side by side. Singapore's floor sits $700 above the US 25th percentile, the US median falls inside the Singapore range, and the open top passes the US 90th percentile. A Singapore hire earns its place through regulated-app experience, Singpass and bank integrations, and the time zone, not through salary.
Salary is only part of the US cost. In the BLS Employer Costs for Employee Compensation release for June 2026, wages and salaries made up 68.5% of employer compensation costs for full-time private industry workers, and benefits the other 31.5%.

Time Zone Overlap: Singapore Against ET, CT and PT
A hotfix a Singapore developer releases at 10:00 am reaches users in New York at 10:00 pm the evening before, under EDT. Singapore keeps UTC+8 all year with no daylight saving, and US daylight time runs from 8 March to 1 November 2026, per NIST.
The arithmetic: 10:00 am in Singapore is 02:00 UTC, which is 10:00 pm EDT (UTC-4) on the previous day. A 9:00 am start in New York under EDT is 13:00 UTC, or 9:00 pm in Singapore, and 10:00 pm under EST (UTC-5).

Mobile App Developer Skills to Screen For
Both app stores and Singapore's national login service set deadlines that fall before the end of April 2027. Start the screen with the five areas below, and ask for dates as well as code.
Google Play's API 36 floor and 16 KB pages
Google Play's target API level page has required new apps and app updates to target Android 16 (API level 36) since 31 August 2026. Existing apps must target Android 15 (API level 35) to stay available to new users on newer devices, and the extension window closes on 1 November 2026.
The 16 KB page size guide adds a second deadline. From 1 February 2027, Google Play blocks updates to apps targeting Android 15 or higher that do not support 16 KB memory pages on 64-bit devices.
Any app that bundles NDK libraries, in its own code or through an SDK, needs a rebuild, and Flutter and React Native apps ship native libraries. Ask the candidate how they would find a 4 KB-aligned library inside a third-party SDK.
The iOS 27 SDK and App Review rules
Apple announced on 9 September 2026 that from April 2027, App Store Connect accepts iOS and iPadOS apps only when they are built with the iOS 27 SDK or later. Guideline 5.1.1(v) of the App Review Guidelines requires in-app account deletion in any app that supports account creation. Ask which screens in your app would break first under the new SDK, and how the candidate tested account deletion against your backend.
Singpass login through App Links and universal links
Singpass's migration guide for apps says the new Authentication API no longer supports custom scheme URLs. Android apps switch to Android App Links and iOS apps to universal links, and the authorization request carries redirect_uri_https_type set to app_claimed_https. Singpass also says all its APIs must be fully compliant with FAPI 2.0 by 31 December 2026.
Android's App Links documentation says verified links work on Android 6 and later, on devices that have Google services. Ask the candidate what happens to a Singpass login on a phone without them, and why a universal link that works in development can fail after release.
Root, jailbreak and tamper checks for financial apps
Section 14.1.7 of the MAS Technology Risk Management Guidelines says rooted or jailbroken devices should not reach a financial institution's app for transactions, unless the app sits in a sandbox that insulates it from tampering. Annex C lists anti-hooking and anti-tampering checks, code obfuscation, certificate or public key pinning and device binding for software tokens.
A Singapore developer from a bank, insurer or payments app may have built all of these for both platforms. Ask how they would rotate a pinned certificate without locking out users on an older version, and what the root check does on a Flutter or React Native build.
Flutter, React Native or native code
The framework decision sets your device floor. As of Flutter 3.47, Flutter's supported platforms page lists Android API 24 and iOS 15 as the oldest versions it deploys to. React Native 0.82, released on 8 October 2025, runs entirely on the New Architecture, and 0.81 is the last version that allows the legacy one.
Ask a React Native candidate which native modules they moved to the New Architecture, and what broke. A Flutter candidate should explain how they called a native SDK, such as a bank's anti-fraud library, through platform channels. Hire native Swift and Kotlin skills when your app depends on platform features released before the frameworks wrap them.
Contractor or Employer of Record in Singapore
Google Play needs a D-U-N-S number to open an organization developer account, and Apple's enrollment page asks the same for organizations. Enroll your company in both stores and add the developer to your accounts, so signing keys and store listings stay with you on either route.
Software is not one of the nine categories of commissioned work that can be "work made for hire" under 17 U.S.C. § 101, and a transfer must be in writing and signed under § 204(a).
Singapore's Copyright Act 2021 makes the author the default first owner (section 133), and gives the employer an employee's work made under a contract of service (section 134). A contractor keeps the copyright in their code until they sign a written assignment (section 138). IPOS summarises the same split. Name the app projects, design files, test suites and signing configuration in a contractor's assignment.
IRS Publication 515 says the place where services are performed determines the source of the income, so a developer working from Singapore earns foreign-source income. A foreign individual gives the payer Form W-8BEN to certify foreign status.
Singapore has no single conclusive test for employment. The Ministry of Manpower's contract of service page weighs who controls timing and method, who provides the tools and workplace, and whether the worker shares in profit or loss. Part 4 of the Employment Act, on hours, rest days and overtime, covers non-workmen only up to a basic salary of S$2,600, per MOM. At the card's pay, the shift and overtime terms come from the contract.
The CPF Board sets the employer share for citizens and permanent residents aged 55 and below at 17%, and the Ordinary Wage ceiling is S$8,000 a month in 2026. At the S$12,000 floor, that caps the employer share at S$1,360 a month. The Employment Pass only enters the picture for a foreign national working in Singapore: its minimum salary for new applications rises from S$5,600 to S$6,000 on 1 January 2027.

English Level and Working Norms in Singapore
English was the language spoken most often at home by 58.1% of Singapore residents aged 5 and over in 2025, up from 48.3% in 2020, according to the General Household Survey 2025. EF's English Proficiency Index 2025 has no Singapore page, so there is no EF score to quote.
Mobile work produces a lot of English writing: App Review notes, Play Console declarations, release notes in two stores and crash write-ups. Ask finalists to write the reviewer notes for a build that sits behind a Singpass login, including the demo account and the steps to reach each feature.
Singapore's Ministry of Manpower lists 11 public holidays for 2026. Deepavali falls on Sunday 8 November, so employees whose rest day is Sunday get Monday 9 November off, and Christmas lands on a Friday. Keep store submissions clear of those days. Thanksgiving on 26 November 2026 is a working day in Singapore, so a developer there can watch a staged rollout while your US office takes the holiday.
