Top 10 Web Development Companies in Singapore [2026]

Singapore's Productivity Solutions Grant, which part-funded pre-approved website and e-commerce packages, took its last application on 29 September 2026. Three of the ten agencies below still advertise it in their menus or FAQs.

New website grants now run through a different scheme with a different cap, and the old pre-approved vendor lists no longer apply.

1. Verz Design: e-commerce first, corporate sites too

Verz Design suits a brand that sells online and wants the site, the store and the marketing from one Singapore team.

Its homepage claims more than 5,000 brands served, and the menu runs from Shopify Plus and WordPress builds to SEO, paid search and Klaviyo email.

Its milestones page dates the firm to 2009 through a tenth anniversary in 2019.

It lists Shopify partner status from 2018, Stripe's first solution partner in Asia in 2020, and an official website partnership with the National University of Singapore. The office is at HH@Kallang on Kallang Pudding Road.

Case studies name Cedele, iORA, Mayer and Loft Home. The most useful one for a store owner is Saturday Club: moved from Magento to Shopify Plus, then four international stores launched on one back end in under five months.

Verz also builds on Sitefinity and SharePoint, which matters for a company that already runs a Microsoft intranet.

The design credential is an Awwwards honourable mention in 2019. That year it also opened Gotafflair, a Manila arm for clients in the Philippines. It has held Google Partner status since 2015 and ISO 9001 certification since 2014.

  • Best for: retail brands moving to Shopify Plus, or replacing Magento.
  • Watch out: marketing services sit beside the build throughout the site, so scope the website contract on its own.

2. Webpuppies: the enterprise and government builder

Webpuppies is for a large company or a public body whose website has to pass a security review. It was founded in 2000 and works from Suntec Tower One.

Its case studies read like an enterprise IT register: government-grade hosting for EDBI, a developer portal and e-commerce plugins for NETS, and regional site maintenance for CooperVision.

Its web development page is specific about platforms. It built and maintains Drupal sites for a NYSE-listed multinational across 12 countries and 8 languages.

It used Umbraco and Sitefinity for government agencies, Joomla for financial services firms, and Magento for Fortune 500 healthcare portals.

Average builds take 4 to 12 weeks, with WordPress at the quick end and complex Magento work at the slow end. Recent projects include a revamp of the site for EDDC, Singapore's national drug discovery platform.

Smaller jobs include a virtual walkthrough of Visa's innovation centre and a survey web app for SGAG. The firm also lists AWS, Google Cloud, Claude and OpenAI partnerships for AI work.

  • Best for: multi-country, multi-language corporate sites and agency portals with hosting attached.
  • Watch out: no published prices or minimums, and enterprise process on small jobs.

3. OOm: a marketing agency that ships sites from $3,000

OOm website design and development page, listing WordPress, Shopify and WooCommerce as its build platforms.

OOm fits a small or mid-sized business that wants the site built by the same team that will run its search and ads. Its website design page builds on WordPress, Shopify and WooCommerce.

Its FAQ says packages start from $3,000, with an estimated completion time of two to three months.

The firm has worked since 2006 from Orchard Building on Grange Road, with a second office in Quezon City. It claims more than 8,000 clients and more than 30 industry awards.

The web portfolio leans to service businesses: Union Power, Royce Dental Surgery, NU.U Clinic and Danish Design.

Its four-stage process ends with CMS training, and the FAQ allows about three months for an e-commerce build. It is a Premier Google Partner and runs its own SEO tools, SEOCloud and Aurix.

OOm has already rebuilt its grant pages for the new scheme. Its e-commerce EDGE grant page spells out the rule that catches buyers: do not sign, pay or start work before the government approves the grant.

  • Best for: lead-generation sites for clinics, trades and B2B services.
  • Watch out: the business runs on SEO retainers, so expect the site pitch to come with a monthly plan.
  • Published scale or price: packages from $3,000; 8,000+ clients.

4. 2Stallions: four budget bands, on the quote form

2Stallions suits a company that wants a corporate site with campaign support and a budget it can name up front. Its website development page claims more than 500 websites built and quotes 4 to 6 weeks for a basic site.

Larger or custom projects take 8 to 12 weeks or more.

Its quote form gives four budget bands: up to $15,000, S$15,000 to S$40,000, S$40,000 to S$50,000, and above S$50,000. No other agency here publishes its budget bands.

The team builds on WordPress, WooCommerce and Shopify, and holds Shopify and Google partner badges.

The firm has worked since 2012 from The Gateway West on Beach Road, with a satellite office in Malaysia. It holds CSA Cyber Essentials certification, and AmCham Singapore gave it a digital and AI award in 2025.

Featured web work includes BoardRoom, Tresse and The Source Bulk Foods.

Its seven-step process has its own content phase, with copywriting and visual assets. Many agencies leave that work to the client and then wait for it.

  • Best for: corporate and B2B sites in the S$15,000 to S$50,000 range.
  • Watch out: its FAQ still describes it as a PSG vendor, a scheme that closed in September 2026.
  • Published scale or price: 500+ sites; four published budget bands.

5. eFusion Technology: the SME shop with a CTO on call

eFusion Technology is for an SME owner who has no technical staff and wants one firm to own the site, the store and the advice. It was founded in 2004, works from Beach Road and counts more than 1,000 clients helped.

Two details set it apart. It implements Shopline as well as Shopify, and runs a marketplace management service for merchants selling beyond their own store.

It also sells CTO-as-a-Service and DPO-as-a-Service: a part-time technology lead and a data protection officer, the second being a PDPA role many small firms leave unfilled.

Case studies include SethLui.com, Hotel Indigo Singapore Katong, Star Furniture and SPK Singapore. It won an SME 500 award in 2022 and a SWAS Excellence Star gold in the e-commerce agency category.

Homepage reviews name staff such as chief consultant Lau Wee Kiat, and its Google rating shows 4.9. It also produces AI-generated product video and brand identity work.

  • Best for: retailers selling on their own store and on regional marketplaces at once.
  • Watch out: the site menu still offers a "PSG Package", so check which grant a quote assumes.
  • Published scale or price: 1,000+ clients; quotes only.

6. Awebstar: packages sized by page count

Awebstar is for a small business that can count the pages it needs and wants a fixed scope. Its package page sets three tiers by size. Basic covers up to 5 pages on a premium template in a 2-week lead time.

Gold covers up to 10 custom-designed pages in 3 weeks, and Platinum up to 20 pages in 5 weeks.

Prices are not shown, but the hosting is: Awebstar values the domain and hosting bundled with Basic and Gold at S$600 a year. Free maintenance after launch grows with the tier, from 15 days to 4 months.

The homepage puts a standard business site at four to eight weeks and claims more than 5,000 projects in 12 years.

The team works from Bharat Building in Raffles Place and says its own designers and developers handle each project, with no subcontractors.

It builds on WordPress, Shopify, WooCommerce and BigCommerce, and sells its own booking, queue and HR software.

  • Best for: a 5 to 20 page business site with a fixed launch date.
  • Watch out: "PSG Grant" still sits in the main menu, and the site warns of scammers using its name.
  • Published scale or price: 5,000+ projects; tiers published, prices on request.

Those are the agencies' own figures, and they measure from kickoff, not from the first call. A web app such as Vinova's sits at the long end because it carries a back end and a test cycle that a brochure site does not.

7. Novage: the WordPress studio with a $1,500 entry point

Novage is for a sole proprietor or small firm that wants a WordPress site it can edit itself, at the lowest published price on this list. Its Web Design Premium Package starts from $1,500 for a one-page site.

That price includes a one-hour consultation at its office, a custom design, a blog section and marketing training after launch.

Novage quotes anything beyond one page, and add-ons such as a WooCommerce cart, an appointment calendar or written content. The homepage adds a free year of local hosting, an email account and technical support.

Novage has built websites since 2010 from Midview City in Sin Ming, and also renovates Qoo10 shop pages for marketplace sellers. After the free year, its hosting plans include weekly backups and an SSL certificate.

The portfolio is small-business work: a cardiac surgeon's practice, a juice brand in Brunei, a Lotte confectionery shop and a fridge repair firm.

8. 360&5: the Shopify Plus specialist

360&5 is for a brand whose store already makes money and needs a Shopify specialist rather than a generalist. It lists no builds on any other platform.

Its Shopify partner listing shows Platinum tier, partner status since September 2013, and a 4.9 rating from 283 merchant reviews. The ratings sit on Shopify's own directory, not the agency's site.

Services cover store builds, Shopify B2B, point of sale, and migration from Magento, WooCommerce, BigCommerce, Shopline and Squarespace. Clients include Cortina Watch, Love & Co., Jim Thompson, Awfully Chocolate and Universal Music.

The office is at International Plaza on Anson Road, and the listing covers stores in China, Hong Kong and Malaysia among others.

Each service on the listing reads "contact for pricing". The listing names three featured services: store build or redesign, theme customisation and store migration.

It works in English and both written forms of Chinese, which helps a brand selling into Hong Kong or China. Its homepage carries a Cortina Watch testimonial calling it the best Shopify Plus partner in Singapore.

  • Best for: jewellery, watch, beauty and B2B brands moving onto Shopify Plus.
  • Watch out: no work outside Shopify, so a separate corporate site needs another vendor.
  • Published scale or price: 283 Shopify reviews; prices on request.

9. Codigo: the product studio behind 7-Eleven's online store

Codigo is for a consumer brand that needs a web platform and an app working together, not a brochure site. Its case studies include 7-Eleven Singapore's e-commerce site, with pickup at more than 400 stores.

Others are the Don Don Donki loyalty programme, HBO GO Asia, the Yoga Movement booking platform and the GetGo car-sharing app, which runs at more than 1,300 locations.

The studio has worked since 2010 from Midview City in Sin Ming, with offices in Yangon, Can Tho and Jakarta. It won Mobile Marketing Agency of the Year in 2014 and 2015.

Web work runs on WordPress or a bespoke CMS, and the client list adds Far East Organization, OCBC, AIA and FWD.

Its UX work runs in four named stages: Understand, Explore, Construct and Validate. The studio also runs Tech for Hire, which places its engineers with clients, useful when a launch turns into a product that needs a standing team.

A separate co-incubation option suits founders who want a build partner with a stake.

10. Vinova: web apps with a Vietnam bench

Vinova is for a school, SME or enterprise that needs a custom web application at a lower cost than an all-Singapore team. The Toa Payoh office handles clients, and engineers sit in Ho Chi Minh City, Hanoi and Danang.

Its web applications page says it has served more than 250 companies since 2010.

That page spells out the process. It puts planning at 2 to 3 weeks, content at 4 to 6, design at 2 to 3 and testing at 1 to 2, for 10 to 14 weeks overall.

It offers fixed-price or hourly contracts, and its stack list runs from React, Vue and Angular to .NET, Java, Go and Python.

Clients named on its site include Delta Electronics, the Singapore Institute of Technology, Takashimaya and Abbott. It says more than 50 Singapore SMEs use its web solutions, and names SPH among its customers.

It holds ISO 27001 and ISO 9001 certification, which helps on a security questionnaire. The model is the one our Singapore AI outsourcing list describes: a local contract in front of an offshore team.

  • Best for: portals, internal tools and SaaS products on a fixed-price contract.
  • Watch out: the engineering happens in Vietnam, so ask who joins your calls.
  • Published scale or price: 250+ companies served; no rates published.

Published prices run from $1,500 for one WordPress page at Novage to bands above S$50,000 on the 2Stallions quote form. Enterprise Singapore's PSG page says PSG ceased on 29 September 2026, with new applications going to the EDGE grant.

The EDGE FAQ does not name websites; it points to a list of supported activities on BizSG. Ask which EDGE activity a grant quote assumes, and apply before paying a deposit.

Frequently Asked Questions

Can I still get a PSG grant for a website?

Not for a new application. PSG closed on 29 September 2026. Applications submitted before then are still processed under PSG rules, and new ones go through the EDGE grant.

Do Singapore web agencies build the site in Singapore?

Not all of them. Codigo and Vinova run offices in Vietnam, OOm has one in Quezon City and 2Stallions one in Malaysia. Ask where the developers sit and whether you can meet them before signing.
