Vietnam's floor sits below the US 10th percentile and its listed ceiling below the US median, so the columns say little about skill. Compare on scope instead: ask what a candidate's pipelines moved each day and who relied on them.

Salary is only part of the US cost. In the BLS Employer Costs for Employee Compensation release for June 2026, wages and salaries made up 68.5% of employer compensation costs for full-time private industry workers, and benefits the other 31.5%.

Time Zone Overlap: Ho Chi Minh City Against ET, CT and PT

A 1 pm to 10 pm shift in Ho Chi Minh City ends as Vietnamese night work begins. It still gives a New York team two live hours in September, with no night premium to pay.

Vietnam keeps UTC+7 all year with no daylight saving, and US clocks stay on daylight time from 8 March to 1 November 2026, per NIST.

The arithmetic: 9:00 am in New York under EDT (UTC-4) is 13:00 UTC, which is 8:00 pm in Ho Chi Minh City. Under EST (UTC-5) it is 9:00 pm. Chicago lands an hour later and San Francisco three hours later, at 11:00 pm in September.

Each shift is nine clock hours with a meal break, counted against a 9 am to 5 pm US day. The 9 am row suits batch work: loads that land overnight in the US get checked and repaired before anyone there wakes. The 4 pm row buys five hours with New York, three of them at night rates.

Vietnam's Labor Code 2019 counts night hours from 22:00 to 06:00 (Article 106) and pays employees at least 30% extra for them (Article 98).

Article 105 caps normal time at 8 hours a day and 48 a week, and Article 107 caps overtime at 200 hours a year for most jobs. We set the shift before the offer, which is how our placements get 4-6 hours of daily overlap with US hours.

The core skill areas to screen for when hiring Data Engineers in Vietnam

Two of the five areas below are Vietnamese rules that took effect on 1 January 2026. The other three cover Unicode, Spark and Kafka, where a quiet default can change what an existing pipeline returns.

Cross-border transfer dossiers under the PDPL

Article 20 of the Law on Personal Data Protection counts three activities as cross-border transfer. Moving data stored in Vietnam to storage abroad is one. Sending it to a recipient abroad is another, and processing data collected in Vietnam on a platform outside the country is the third.

Each triggers the impact assessment dossier unless an exemption applies, and the company updates it every 6 months when something changes (Article 22).

The same article exempts employers that store employee data with cloud services. Give the candidate a diagram with a Vietnamese app database, a US warehouse and an HR system, and ask which flows need the dossier.

Controls for big data processing

Decree 356/2025/ND-CP replaced Decree 13/2023 on the same day the law took effect. Article 9 defines big data processing as large-scale, continuous processing that integrates many sources and can analyse behaviour or classify users.

For those systems it requires multi-factor authentication at a minimum, encryption and anonymization when data is transferred or provided, and monitoring tools that flag abnormal access. Ask the candidate where they would put each control in a Kafka to lakehouse pipeline, and what the analytics team loses at each point.

Vietnamese diacritics in join keys

Vietnamese stacks accents: ễ carries both a circumflex and a tilde. The Unicode normalization annex treats the precomposed letter and its decomposed sequence as canonically equivalent, but the bytes differ. Nguyễn is 6 code points in NFC and 8 in NFD, so a join between a CRM export and a mobile app table can drop matches without an error.

Hand the candidate two customer tables that disagree only in normalization. Ask where in the pipeline they normalize, which form they store, and how they would backfill the history.

Spark 4 and ANSI mode

The Spark 4.0.0 release notes switch ANSI SQL mode on by default and make JDK 17 the default, dropping JDK 8 and 11. Under ANSI mode Spark throws an exception at runtime where it used to return null for invalid input, per its ANSI compliance guide. Give the candidate a Spark 3 job that casts a messy date column and ask which rows break after the upgrade.

Kafka 4 without ZooKeeper

Kafka 4.0 runs in KRaft mode by default and is the first major release to run with no ZooKeeper at all. Brokers, Connect and tools need Java 17, clients and Streams Java 11.

The release also makes the consumer rebalance protocol from KIP-848 generally available, which ends stop-the-world rebalances. Ask how the candidate would move a ZooKeeper cluster across and what they would watch in consumer lag during the switch.

Contractor or Employer of Record in Vietnam

Software is not one of the nine categories of commissioned work that can be "work made for hire" under 17 U.S.C. § 101, and a transfer must be in writing and signed under § 204(a). List DAGs, dbt models, schemas and ingestion code in the assignment by name.

Vietnam's Law on Intellectual Property starts from the opposite default. The law protects computer programs like literary works (Article 22). A party that contracts an author to create a work holds the economic rights unless the contract says otherwise (Article 39).

The author keeps the moral rights to be named and to the work's integrity, which cannot be assigned (Article 45), and any assignment contract must be in writing (Article 46).

IRS Publication 515 says the place where services are performed determines the source of the income, so a data engineer working in Hanoi earns foreign-source income. A foreign individual gives the payer Form W-8BEN to certify foreign status.

Article 13 of the Labor Code looks past the name on a contract. An agreement that covers a paid job, wages and one party's management and supervision counts as a labor contract. An engineer on your on-call rota, with standing access to your warehouse, fits that description.

Article 21 lets an employer agree in writing with an employee who handles business or technology secrets on how long protection lasts and what a breach costs.

On the US side, the Justice Department's bulk data rule names six countries of concern: China, Cuba, Iran, North Korea, Russia and Venezuela. Vietnam is not one. English Level and Working Norms in Vietnam

Vietnam's IT job-function score on the EF English Proficiency Index 2025 is 500, the same as its national score, which ranks 64th of 123 countries and regions. Both sit 12 points above the global average of 488, per EF's Vietnam page.

For a data engineer, written English carries most of the load: data contracts, incident timelines and the notes that explain why a metric changed. Ask finalists to write the incident summary for the broken join from the skills test, for an analyst who has not read the code.

Article 112 of the Labor Code gives five paid days for Lunar New Year and two for National Day on 2 September, and the Prime Minister sets the exact dates each year. Hold warehouse migrations and schema changes out of the Tet week once that schedule is out.

Thanksgiving on 26 November 2026 is a working day in Vietnam, so an engineer there can watch the loads while your US team is off.
