The arithmetic for the West Coast: 9:00 am PDT (UTC-7) is 16:00 UTC, which is 11:00 pm in Ho Chi Minh City. Under PST (UTC-8) it is midnight, and a 5:00 pm PST close is 8:00 am the next morning. New York's 9:00 am lands at 8:00 pm under EDT.

The SeaLLMs technical report took another route: continued pretraining of Llama-2 with an extended vocabulary for regional languages. Ask the candidate to tokenize one Vietnamese support ticket under two tokenizers, then explain what the difference does to your monthly bill.

Evaluation in Vietnamese

SEA-HELM scores models on five pillars: NLP classics, LLM-specific tasks, Southeast Asian linguistics, Southeast Asian culture and safety. Vietnamese is one of the five languages it supports.

Give the candidate a model and 50 customer questions in Vietnamese and English, including some typed without diacritics. Ask for an eval that reports a score per language, since an average can hide a failure in one of them.

Disclosure and incidents under the AI Law

Article 11 of the AI Law also covers deployers. They must add a clear notice when AI-generated text given to the public could mislead readers about real events or characters.

Article 12 makes developers, providers, deployers and users responsible for detecting and fixing incidents. After a serious one, the developer and provider must fix, suspend or recall the system and notify the competent agency at the same time.

Under Article 35, systems already running before 1 March 2026 have 18 months to meet the law in healthcare, education and finance. Everywhere else they have 12 months. Ask the candidate how their chatbot would log, flag and roll back a harmful answer.

Personal data in prompts and outputs

Article 10 of Decree 356/2025/ND-CP lets organisations use personal data to research and develop AI systems, as long as they follow the data protection rules. Data derived from inference results must get personal data protection whenever it can identify a person.

The same article requires controllers to tell data subjects about automated processing, explain how the algorithm works and offer an opt-out. Ask the candidate where, in a retrieval assistant built on support tickets, a generated answer could identify a customer, and what they would strip before indexing.

Fine-tuning and serving cost

LoRA reduced trainable parameters 10,000 times and GPU memory three times against full fine-tuning of GPT-3 175B. The vLLM paper raised throughput two to four times at the same latency by paging the key-value cache.

Hand the candidate a labelled Vietnamese dataset and a baseline prompt. Ask whether an adapter, retrieval or a better prompt moves the score most per dollar, and how many GPUs your peak traffic would need.

Contractor or Employer of Record in Vietnam

Software is not one of the nine categories of commissioned work that can be "work made for hire" under 17 U.S.C. § 101, and a copyright transfer must be in writing and signed under § 204(a). List code, prompts, eval sets, adapters and fine-tuned weights in the assignment.

Vietnam's Law on Intellectual Property gives the economic rights in a commissioned work to the party that contracted the author, unless otherwise agreed (Article 39). The author keeps moral rights other than publication (Article 45), and an assignment contract must be in writing (Article 46).

The 2025 amending law, in force since 1 April 2026, added a clause to Article 7. It lets organisations and individuals use lawfully published, publicly accessible documents and data to research, test and train AI systems, if the use does not unreasonably affect authors and rights holders.

Copyrighted material used under that clause must follow Government regulations, so record where each training set came from.

IRS Publication 515 says the place where services are performed determines the source of the income, so an engineer working from Hanoi earns foreign-source income. A foreign individual gives the payer Form W-8BEN to certify foreign status.

Article 13 of the Labor Code looks past the name on an agreement. If it covers a paid job, wages and one party's management and supervision, it is a labor contract. An engineer who owns your eval pipeline full time, on your GPUs and your schedule, fits that description.

English Level and Working Norms in Vietnam
