The top of Vietnam's back-end range sits $370 below the US 10th percentile monthly figure. The gap says nothing about skill, so compare candidates on the traffic their services carried and the incidents they owned.

Salary is only part of the US cost. In the BLS Employer Costs for Employee Compensation release for June 2026, wages and salaries made up 68.5% of employer compensation costs for full-time private industry workers, and benefits the other 31.5%.

Time Zone Overlap: Ho Chi Minh City Against ET, CT and PT

A 6 pm to 3 am shift in Ho Chi Minh City buys a New York team seven live hours in September, but five of the developer's nine hours then fall in Vietnam's night-work window. Vietnam keeps UTC+7 all year with no daylight saving, and US clocks stay on daylight time from 8 March to 1 November 2026, per NIST.

The arithmetic: 9:00 am in New York under EDT (UTC-4) is 13:00 UTC, which is 8:00 pm in Ho Chi Minh City. Under EST (UTC-5) the same meeting starts at 9:00 pm. Chicago's 9:00 am lands one hour later than New York's, and Los Angeles's three hours later, at 11:00 pm in September.

Each shift is nine clock hours, including a meal break, counted against a 9 am to 5 pm US day.

For most Java teams the 2 pm to 11 pm row is enough: pull request review, a deploy handoff and the stand-up fit in the shared hours. Long builds, data migrations and load tests can run in the Vietnamese afternoon and report before your team logs on.

The later row costs more. Vietnam's Labor Code 2019 counts 22:00 to 06:00 as night work (Article 106) and pays employees at least 30% extra for those hours (Article 98). Article 107 caps overtime at 200 hours a year for most jobs, so an on-call rota needs its own line in the offer.

JDK support dates and Oracle licensing

Oracle's Java SE support roadmap ends Premier Support for JDK 17 in September 2026, with Extended Support to September 2029. JDK 21 keeps Premier Support to September 2028, but Oracle plans to offer its update releases after September 2026 under the Java SE OTN licence, the licence that already covers updates to Java 8, 11 and 17. JDK 25 has Premier Support to September 2030.

Ask the candidate which JDK distribution their last team ran in production, who paid for it, and what they would move first from 17 to 25.

Spring Boot 4 upgrades

Open-source support for Spring Boot 3.5.x ended on 30 June 2026, and commercial support runs to 2032, per the Spring Boot support timeline. Spring Boot 4.0.x keeps open-source support to 31 December 2026, and 4.1.x, released on 30 June 2026, to 31 July 2027.

The system requirements page says Spring Boot 4.1.1 needs at least Java 17, works with versions up to Java 26 and requires Spring Framework 7.0.9 or later. A strong candidate has moved at least one service to 4.x. Ask them to name the first starter, test library or configuration property that broke.

Virtual threads and pinning

JEP 444 made virtual threads final in JDK 21. JEP 491, delivered in JDK 24, lets a virtual thread that blocks inside a synchronized method release its platform thread. On JDK 21 that pinning limits how many virtual threads a service can use.

Give the candidate a Spring service that switched to virtual threads on JDK 21 and stalled under load. Ask whether they would rewrite the locks or move to JDK 25, and how a thread dump would settle it.

Packaging and Spring4Shell

CVE-2022-22965, rated 9.8 critical, let an attacker run code on a Spring MVC or Spring WebFlux application on JDK 9 or later through data binding. The published exploit needed a WAR deployment on Tomcat, and a Spring Boot executable jar was not exposed to it.

NVD's entry warns that other routes to exploit the flaw may exist. CISA added it to its known exploited vulnerabilities catalogue three days after NVD published it.

Ask the candidate how they would list which of your services ship as WAR files, and how they would find a vulnerable Spring version pulled in through another dependency.

Audit logs for Vietnamese finance data

Article 4 of Decree 356 lists bank account credentials, card information and transaction histories as sensitive personal data. Article 8 requires finance, banking and credit information businesses to record logs of all personal data processing, and to assess their compliance once a year.

Hand the candidate a Spring endpoint that returns a customer's transactions. Ask them to add an audit record of who read which account and when, without writing card numbers into the application log.

Contractor or Employer of Record in Vietnam

Software is not one of the nine categories of commissioned work that can be "work made for hire" under 17 U.S.C. § 101, and a transfer must be in writing and signed under § 204(a). Name services, build scripts, database migrations and infrastructure code in the assignment.

Vietnam's Law on Intellectual Property protects computer programs like literary works, in source or machine code (Article 22).

An organisation that assigns an employee the task of creating a work, and any party that contracts an author to create one, holds the economic rights unless otherwise agreed (Article 39). Authors cannot assign their moral rights other than publication (Article 45), and an assignment contract must be in writing (Article 46).

IRS Publication 515 says the place where services are performed determines the source of the income, so a Java developer working from Da Nang earns foreign-source income. A foreign individual gives the payer Form W-8BEN to certify foreign status.

Article 13 of the Labor Code looks past the name on a contract. An agreement that covers a paid job, wages and one party's management, administration and supervision counts as a labor contract. A developer who takes tickets from your backlog, joins your on-call rota and works your hours fits that description.

English Level and Working Norms in Vietnam

Vietnam's writing score on the EF English Proficiency Index 2025 is 508, while its listening score is 470. The overall score is 500, 64th of 123 countries and regions, and the IT job-function score is also 500, against a global average of 488, per EF's Vietnam page.

That 38-point gap favours written work. A Java team's decisions live in pull request threads, design notes and incident reports, so test those. Ask finalists to write the upgrade note for a Spring Boot 3.5 to 4.1 move, for a US product manager who will not read the diff.

Article 112 of the Labor Code gives employees five paid days for Lunar New Year and two for National Day, and the Prime Minister sets the exact dates each year. Keep JDK upgrades and major releases out of the Tet week once the Prime Minister publishes that schedule.
