SharePoint prices in the commodity platform band for the same reason WordPress does: most of what people ask for, the platform already does, and the developer is competing against configuration. Rates rise once the requirement leaves what the platform offers, which now usually means Power Platform work, custom SPFx components, or migration from an older on-premises version that has been extended in ways the modern service does not support.

Is SharePoint work configuration or development?

Be clear which you are buying, because the two attract very different people.
Should we stay on SharePoint or move to something else?
Stay if you are already committed to Microsoft 365 and the need is document management and intranet, because the integration is genuinely hard to beat. Reconsider when you are fighting the platform to get a real application out of it. A great deal of expensive SharePoint work is an application that should never have been built there.
