On fees, Arc charges nothing on hourly work and Upwork takes 3% to 10%, the lowest of the channels that publish anything; Toptal publishes none. On rates, Upwork spans $25 to $150 an hour and Fiverr $25 to $100, against $70 to $200 on a vetted network. The channel is the smallest lever you have: fees span 0% to 25%, while on this page geography moves the same hour about 4.1x and seniority about 2.6x.

Do we need a business analyst if we have a product manager?

Often not, on a product team. The roles overlap heavily and a good product manager covers the requirements work. The analyst earns their place on internal systems, ERP work and anything where the users are colleagues rather than customers, because that work is about existing processes and competing stakeholders rather than product direction.

Why does this role price below the developers it briefs?

Because the published wage data puts it there, and this band is built from that median rather than from an opinion about relative value. It is worth saying plainly that a good analyst saves more than they cost by preventing the wrong thing from being built, which the rate does not reflect. Rates follow labour supply, not impact.
