PHP is the most heavily supplied freelance skill on this list, and supply rather than seniority is what sets the rate. That has a counter-intuitive consequence: an experienced PHP engineer is often the best value on this whole page, because the band suppresses their rate well below what equivalent experience earns in a scarcer language. The band still holds when you are buying commodity work, which is most of the market.

Is a cheap PHP developer a false economy?
At the very bottom of the band, usually yes, and the cost shows up as security rather than quality.
