What sets the rate for Drupal Developers

Drupal sits in the same band as WordPress and behaves differently inside it. The band holds because both are CMS work competing against templates and page builders, but Drupal engagements cluster at the top of it while WordPress clusters at the bottom. The reason is who buys: Drupal demand skews to government, universities and large organisations with editorial workflow, access control and integration requirements that a WordPress build would not attempt. The supply is also much thinner, and both facts push the same way.
