Top 10 Countries With the Best Programmers in the World [2026]

TL;DR: China has the best programmers in the world on current competition results: it leads the Codeforces country rating, won the most IOI golds of any country from 2022 to 2026, and took the most ICPC World Finals medals. Japan, the United States, Russia and South Korea complete the top five. Vietnam and Singapore are the only Southeast Asian countries in the top 10.

A Chinese student has posted the top score at every International Olympiad in Informatics since 2022, and three of them scored a perfect 600. The United States, which HackerRank ranked 28th for coding skill in 2016, now has the highest-rated competitive programmer in the world: Benjamin Qi of MIT, at 3,857 on Codeforces.

1. China

Of the 19 Chinese students who competed at the IOI from 2022 to 2026, 17 won gold and two won silver. China’s four-student team took four golds in three of those five years, and at IOI 2026 in Tashkent it placed first and third, as it had in 2025.

The lead is as wide among adults. China holds 37 of the 100 highest ratings on Codeforces, the contest site behind the ratings in this list, and four of the top 11. Its highest-rated member, jiangly, is second in the world at 3,810.

University teams convert that depth into titles. Peking University won the ICPC World Finals for contest years 2022 and 2024, and Chinese universities took 16 of the 64 medals across the last five finals, seven of them gold.

The pipeline starts early. A Chinese engineer interviewed for HackerRank’s 2016 country study, which also ranked China first with a score of 100, described it this way:

2. Japan

Japan rates second on Codeforces with about a tenth of China’s active members, 323 against 3,025. The Codeforces formula explains how: the top member counts for a quarter of a country’s rating, and each member below counts three-quarters as much as the one above. So a small group of top competitors can outscore a large field.

Japan’s top member, maroonrk (Riku Kawasaki), is third in the world at 3,534 and lists AtCoder, the Japanese contest site, as his organisation. Six Japanese members rate above 3,000, second only to China’s 12 among the 32 users at that level.

The results hold at school and university level. All four Japanese students won IOI gold in both 2022 and 2023, and Japan’s 13 golds over five years match the United States. The University of Tokyo finished second at the 2025 ICPC World Finals in Baku, and Tokyo Institute of Technology was fourth the year before. HackerRank placed Japan sixth in 2016, with a score of 92.1.

3. United States

The US has the best individual competitor and an ordinary average. Benjamin Qi (Benq) tops the Codeforces rating list, 47 points ahead of jiangly. Yet HackerRank’s study of 1.5 million developers ranked the US 28th of 50 countries, with a score of 78, behind Vietnam and one place ahead of the UK:

HackerRank averaged all the developers who took its practice challenges, where the US and India supplied the most competitors. Olympiads reward the top few students, and there the US is third.

Its IOI team took three of the top five places in 2024, and MIT won the ICPC World Finals for contest year 2021, the only American title in the 26 finals since 2000.

4. Russia

One city built Russia’s record. ITMO University won seven ICPC world titles between 2004 and 2017, and St. Petersburg State University five, the latest in Baku in September 2025, where it solved 11 of the 12 problems. Russian universities won 17 of the 26 finals held since 2000, according to the Competitive Programming Hall of Fame.

Medals spread wider than titles. Russian teams took nine of the 64 medals at the last five finals, level with the US and behind China’s 16.

Russia has no IOI score. After the invasion of Ukraine, the IOI General Assembly voted that Russian and Belarusian students would compete as individuals under the IOI flag, and Israeli students have done the same since 2025. That group won 18 golds from 2022 to 2026, more than any country, but the medals belong to no nation. HackerRank ranked Russia second in 2016, and first in algorithms.

5. South Korea

At IOI 2025 in Sucre, Bolivia, all four Korean students won gold, as did the teams from China and Romania. One of them finished second overall, the best non-Chinese score that year. Across five IOIs, none of Korea’s 20 students left without a medal.

The colour of those medals separates the top four from the rest. China, the US, Japan and Korea each turned more than half of their medals into gold. For the other five national teams in the chart, silver is the most common result.

Seoul National University won a medal at all five ICPC World Finals from 2021 to 2025: gold, silver, silver, bronze and bronze. Only Peking University and the University of Tokyo match that run. KAIST added a silver in 2024.

Korea’s Codeforces rating of 2,764 is six points behind Poland’s. Its highest-rated active member, ainta, sits at 2,929, and none of Korea’s members rates above 3,000. HackerRank ranked South Korea 22nd in 2016.

6. Poland

One competitor carries much of Poland’s Codeforces rating. Mateusz Radecki (Radewoosh) of the University of Warsaw is eighth in the world at 3,367, and the next Polish member is at 2,761. Under the Codeforces formula, he alone counts for a quarter of the country’s score.

Radecki was on the Warsaw team that finished fourth at the 2019 ICPC World Finals. The University of Warsaw won the title in 2003 and 2007, the only non-Russian European champion since 2000, and it medalled again in 2021 and 2023.

Polish school students are close behind China’s. A Polish student placed third at IOI 2023 and another second at IOI 2024, and Poland holds six golds and nine silvers over five years.

The 2016 HackerRank study placed Poland highest outside China and Russia, at 98.0 out of 100. In algorithms, the most popular domain, Poland was second behind Russia and nearly level with China.

7. Canada

Canada has the fewest active Codeforces members of any country in the top seven, 154, and still rates seventh. Its highest-rated member, ksun48 (Kevin Sun), is at 3,221 and lists MIT as his organisation.

The University of Waterloo won the ICPC World Finals in 1999, the last North American title until MIT’s in 2021. Waterloo’s silver in 2023 is Canada’s only medal from the last five finals, and that thin ICPC record pulls its average place down.

At the IOI, Canada’s medals run broad rather than deep: five golds, seven silvers and six bronzes from 2022 to 2026, with two students in the top 12 at IOI 2024. HackerRank placed Canada 21st in 2016 with 81.7, one place ahead of South Korea.

8. Taiwan

Taiwan’s Codeforces rating drops by 449 points, from 3,049 to 2,600, when Codeforces counts only members who entered a rated contest in the last six months. No other country in this top 10 loses more than 357, so much of Taiwan’s strength on the site sits with people who have stopped competing.

The older record is strong. National Taiwan University finished fourth at the ICPC World Finals in both 2013 and 2014, and took bronze in 2022 and 2023. In HackerRank’s 2016 study, Taiwan placed seventh with 91.2, level on score with France.

At the IOI, Taiwan won five golds, ten silvers and three bronzes over the last five years, and a Taiwanese student placed eighth at IOI 2026. Its 202 active Codeforces members are a close match for Poland’s 214.

9. Vietnam

Vietnam has more active Codeforces members than any country in this top 10 except China and Russia: 1,153, or 1.9 times the US count.

Vietnam is the only Southeast Asian country with an IOI gold in every year since 2022. It has won six golds in all, and 19 of its 20 students medalled. At IOI 2024 all four did, with two golds.

University results lag behind. The VNU University of Engineering and Technology took bronze at the 2021 ICPC World Finals, Vietnam’s only medal from the last five. On Codeforces, the country’s rating of 2,568 is 13th in the world, and HackerRank placed it 23rd in 2016, five places above the US.

10. Singapore

Singapore made the list with 80 active Codeforces members, the smallest group of any country here. Its highest-rated member, literalchild, is at 2,827.

The National University of Singapore finished sixth at the 2024 ICPC World Finals in Astana, a silver and the best Southeast Asian result of the last five finals. At the IOI, Singapore won four golds, ten silvers and six bronzes from 2022 to 2026, two of the golds in 2025.

HackerRank ranked Singapore 13th in 2016 with 87.1, the highest score in Southeast Asia in that study and ten places ahead of Vietnam.

Singapore held tenth by a third of a place. Iran, the United Kingdom and Ukraine were next, each less than half a place behind: Iran rates eighth on Codeforces but has no ICPC medal in the period, and the UK has three ICPC medals but only two IOI golds.
