UX research prices in the design band, alongside interface design, because it is bought by the same teams on the same projects. What separates it is the deliverable: the researcher hands over evidence about what users actually do, which is frequently not what the team assumed. The rate is the cheapest part of the equation. The expensive thing is building the wrong feature confidently, and that is what this role exists to prevent.

Can our designer do the research?
Some can, and many are good at usability testing. The gap tends to be method: knowing when to observe rather than ask, writing questions that do not lead, and reading a small sample without overclaiming. There is also a real conflict of interest in testing your own design, which is uncomfortable rather than disqualifying but worth being honest about.
How many users do we need to test with?
Five to eight per audience segment finds most usability problems, and the returns fall off sharply after that. That number applies to qualitative testing, not to anything you intend to quote as a statistic. If you want a percentage you can defend, you need a different method and a much larger sample, and that is a survey rather than usability research.
