TL;DR: For a US company that wants a dedicated team employed and managed in Ho Chi Minh City, start with Enclave, Axon Active or S3Corp, which all run offshore development centers there. To hire individual engineers who work as your own staff, use Second Talent. If you already picked the staff and only need a legal employer, Talentnet's PEO service covers that.
Enclave says some of its Ho Chi Minh City teams have worked for the same client for more than 12 years, with attrition under 4%. The firm hires, houses and pays the engineers, and they work only on your product.
The nine below differ on who runs the daily work, and on whether the arrangement ends with the staff moving to you.

The 9 Offshore Staffing Companies in Ho Chi Minh City
1. Enclave: dedicated teams that stay for a decade

Enclave suits a US company that wants a long-term team with its own offices, IT and HR handled for it. The company has run offshore development centers from Ho Chi Minh City since 2007.
Its legal entity, Technology Resources Vietnam, has its head office in Cat Lai Ward, with delivery sites in Da Nang and Hue and a US office in Folsom, California.
The Dedicated ODC Team page spells out the split of duties. Enclave sources and screens candidates, and you interview and approve every hire. You set priorities and own the backlog.
Enclave handles recruitment, HR, facilities and security, and sets up workstations, VPN and tooling before day one. A standard start is 3 to 5 engineers, and Enclave says engineers are never rotated or reassigned.
Every engineer is a university graduate who completes Enclave's own bootcamp before joining a client team. The company lists 20+ active client teams and dedicated teams that have run 9, 10 and more than 12 years.
- Best for: a stable team of 3 or more engineers, QA and a project manager working only on your product.
- Watch out: no pricing is published, and staff augmentation of single engineers is not a named model.
- Published scale: 250+ engineers, 100+ projects across 14 industries.
2. Second Talent: individual engineers who work as your staff

Second Talent helps US startups hire vetted AI-Native Engineers and Specialists from Asia, including from our office in the SAVISTA Realty Building in Binh Thanh, Ho Chi Minh City.
It suits a company that wants one to five named engineers inside its own sprints, rather than a delivery center with a separate management layer.
We shortlist 6 to 8 candidates within 24 hours from 100,000+ pre-vetted engineers, accepting the top 1% of applicants. Vetting covers technical skill, AI-native tooling such as Claude Code and Cursor, C1+ English and a behavioral interview.
The engineer works your hours with 4 to 6 hours of US overlap, and we employ them through our own entities, so you need no Vietnamese company.
Pricing is $23 to $39 USD an hour, billed monthly, which is $3,599 to $5,999 for 160 hours. There is no cost until you hire, and every placement carries a 90-day, one-time replacement guarantee.
Our Vietnam developer hiring page lists the roles we place most often.
- Best for: startups adding engineers one at a time, with their own tech lead running the work.
- Watch out: we place engineers rather than run projects, so you need someone in-house to direct them.
- Published scale: 100,000+ pre-vetted engineers across 9 Asian markets.
3. Axon Active: Swiss-owned squads in two city offices

Axon Active fits a company that wants a whole product squad with Swiss-style process and security audits.
Its Swiss parent, Axon Group, set up a Vietnam team in 2008, and Axon Active opened as its own company in Ho Chi Minh City in early 2009.
Today it runs two offices in the city: one in the Hai Au Building in Tan Son Nhat, and one in Saigon Hi-Tech Park in Thu Duc.
Its About page describes the Dedicated Development Team as "a named squad on your product", with every engineer handpicked at kickoff.
The homepage states that 100% of intellectual property is assigned to the client, and that its ISO/IEC 27001 certification has run without a break since 2018.
A San Francisco office on Ellis Street has served American clients since late 2015.
Beyond engineers, Axon Active offers specialist roles on demand, such as product owners, business analysts, architects and security specialists.
- Best for: mid-size and enterprise products that need a full squad with a product owner and Scrum process.
- Watch out: the model is built around squads, so a single developer is a poor fit.
- Published scale: 650+ employees, 40+ long-term clients, offices in Da Nang and Can Tho too.

4. Kyanon Digital: three models, from outsourcing to augmentation

Kyanon Digital suits a buyer who is not yet sure whether to outsource a project or add staff, because it sells both from Ho Chi Minh City.
It started in 2012 as a digital production house for multinational companies and global creative agencies.
It now runs two offices in the city, plus Hanoi, Da Nang, Singapore, Kuala Lumpur, Bangkok and Melbourne.
The Kyanon homepage names three engagement models: AI-assisted full software outsourcing, an outcome-based dedicated agile team, and AI-enabled staff augmentation. The footer also lists "Offshore Developer For Hire" as a service.
Kyanon holds ISO 27001 and ISO 9001 certification and describes itself as a partner of Microsoft and Siemens.
Kyanon also runs two talent pipelines of its own: an annual 24-hour data hackathon for undergraduates, Vietnam Datathon, and a trainee program called K-Fresh.
- Best for: data, commerce and enterprise app work where the scope may shift between project and team.
- Watch out: no team sizes or prices are published, so pin both down in the proposal.
- Published scale: 500+ consultants and engineers across 6 cities.
5. S3Corp: an annual ODC contract with a desk for your manager

S3Corp suits a company that wants its own manager on the ground in Ho Chi Minh City. The collaboration models page lists an annual ODC contract where you select the team and adjust its size as your needs change.
S3Corp provides basic HR, admin and IT infrastructure, plus optional office space for your on-site manager at no cost. The ODC manager can come from S3Corp or from your side.
S3Corp started in Ho Chi Minh City in 2007 and has grown past 250 engineers. It says 45% of them are senior and 30% have worked overseas.
Its services run from full-lifecycle development to automation test tool development, testing and maintenance.
For work with a clear scope and date, S3Corp also offers a project-based model, where it delivers against a fixed specification.
- Best for: a long-running team with a manager you send or hire in the city.
- Watch out: the ODC runs on an annual contract, so it is less flexible than month-to-month staffing.
- Published scale: over 250 engineers.
6. LARION: the build-operate-transfer option

LARION suits a company that wants an offshore team now and its own Vietnamese entity later. It is the only firm here that offers build-operate-transfer, where LARION builds and runs the team before handing it over.
It also sells a dedicated ODC, where staff work only on your project, plus time-and-materials and fixed-price work.
Its About page dates the company to 2003 and its first million-dollar contract with a US client to 2007. LARION is part of ITD Group, a Vietnamese group of 7 companies founded in 1994.
Its office sits in Quang Trung Software City, the city's dedicated software park.
The homepage claims 200+ clients in 15 countries and 368 completed projects. It also says 90% of its tech staff stay two years or more, and that 20 clients have worked with it for over 5 years.
- Best for: companies planning their own Vietnam entity within a few years.
- Watch out: the BOT transfer terms and fees are not published.
- Published scale: 216 tech staff, ISO 9001 and ISO 27001.

7. Groove Technology: Australian-founded, two staffing models

Groove Technology suits a company that wants to choose between a whole team and single developers.
Its homepage draws the two models in a line each: a dedicated team is "our software teams in your organization", and staff augmentation is "our software developers in your team". A third option covers fixed-scope projects.
Matt Long founded Groove in 2016 as an Australian software outsourcing company. Its Vietnam office is on the 18th floor of Havana Tower on Ham Nghi Street, in central Ho Chi Minh City, with further offices in Australia and Hong Kong.
Its About page reports 230+ technology professionals and 120+ projects.
Groove publishes a 97% customer retention rate and 93% employee retention, and holds ISO 9001 and ISO 27001 certification.
- Best for: teams that want the option to start with one developer and grow into a dedicated team.
- Watch out: its listed client regions are Australia, the UK and Europe, and Asia Pacific, not the US.
- Published scale: 230+ professionals.
8. SHIFT ASIA: a QA team backed by a Japanese testing group

SHIFT ASIA suits a company whose gap is testing rather than building. It started in Ho Chi Minh City in May 2016 with 25 employees doing manual testing, as part of the Japanese SHIFT group.
It later added offshore development, and its office now sits on Suong Nguyet Anh Street in Ben Thanh Ward.
Its company page says engineer hiring has a 3% acceptance rate and includes live coding. The firm reports 100 ISTQB qualifications, ISO/IEC 27001 certification and a milestone of 200 employees in 2022.
The homepage lists functional, regression, automation, performance, security and usability testing.
For a US product team, a dedicated QA group in the Vietnamese day can run regression suites overnight, US time, and hand results back by your morning.
- Best for: test automation and regression teams alongside your own developers.
- Watch out: no current headcount is published; the 200 figure is from 2022.
- Published scale: 1,000+ projects, by the company's own count.
9. Talentnet: the legal employer when you already chose the staff

Talentnet suits a company that has found its own staff and needs someone in Vietnam to employ them. Its PEO page states that "Talentnet shall be the legal employer of your employees".
It handles payroll and HR paperwork, benefits and insurance, and expense reimbursement, with a call center for employee questions.
The head office is on the 6th floor of the Star Building at 33 Mac Dinh Chi, in Ho Chi Minh City, with branches in Hanoi, Da Nang and Can Tho.
Talentnet's business license dates from 2007, and it describes itself as ADP's local payroll partner in Vietnam. It also sells temporary staffing, recruitment process outsourcing and executive search.
It is an HR firm, not a technology vendor. Expect it to employ and pay the staff, not to vet engineers or manage their work.
- Best for: companies with picked candidates and no Vietnamese entity.
- Watch out: the PEO page does not spell out work permits, so ask if you employ any non-Vietnamese staff.
- Published scale: 150+ companies served, 60,000+ candidates in its database.
What Offshore Staff in Ho Chi Minh City Cost
Engineers in Vietnam who work for foreign clients earn well above local employer pay. On our Vietnam full-stack rate card, that range runs $3,000 to $7,000+ a month, and backend and React developers sit at $1,800 to $6,500.
A staffing firm's fee comes on top of the salary.

- $1,800 to $5,000 a month for full-stack developers at local employers
- Highest pay in the country, driven by e-commerce and fintech
- $1,500 to $4,200 a month for the same role
- Large corporations and government-related projects, often on Java and .NET
Shift hours add cost too. Ho Chi Minh City runs on UTC+7 all year, so 9:00 am in New York is 8:00 pm in the city during US daylight time, per NIST.
Article 106 of the 2019 Labor Code counts 22:00 to 06:00 as night work, and Article 98 adds at least 30% to pay for those hours. Agree the overlap window before you sign.
Our US and Asia time zone guide has schedules that keep it inside the evening.

Frequently Asked Questions
What is the difference between offshore staffing and a recruitment agency in Ho Chi Minh City?
An offshore staffing company employs the staff and keeps paying them while they work for you. A recruitment agency finds candidates, charges a placement fee and steps away, so you need your own entity or an employer of record.
Our list of headhunting agencies in Vietnam covers the second route.
Do I need a company in Vietnam to use these firms?
No. All nine take contracts from foreign companies, and the staff stay on the provider's payroll.
You only need a Vietnamese entity if you employ the staff yourself, or at the end of a build-operate-transfer deal such as LARION's. Our EOR providers in Vietnam list covers the middle option.
How many hours overlap with US working hours?
A standard 9-to-6 day in Ho Chi Minh City overlaps with none of the US working day, so overlap comes from a shifted schedule. A 5:00 pm to 2:00 am shift covers six hours of a New York workday during US daylight time.
The hours after 10:00 pm count as night work under Vietnamese law and cost at least 30% more.
