Amazon Web Services was the most used cloud platform among professional developers in Stack Overflow's 2025 survey, at 45.9%, ahead of Microsoft Azure at 27.2% and Google Cloud at 24.3%. AWS segment sales grew 37% to $42.2 billion in the second quarter of 2026, in Amazon's results. The engineer you want writes the Terraform, owns the IAM policy and reads the bill.

The Indonesian and Vietnamese cards quote US dollars, and three of the five ranges are open at the top.
The spread inside each market is wide because the title covers everything from a Linux administrator who moved workloads to EC2 to an architect who runs a multi-account landing zone. Price the senior end of the range for an engineer who will own production.

Of the 179,740 computer network architects in the May 2025 BLS survey, 7,960 work for computing infrastructure providers, data processing and web hosting firms.
BLS publishes no cloud or AWS title, so AWS engineers map to Computer Network Architects (SOC 15-1241), whose definition covers designing networks, capacity planning and network security measures. Network and Computer Systems Administrators (15-1244) is the reference for an engineer who runs and patches systems someone else designed.

Salary is only part of the US cost. In the BLS Employer Costs for Employee Compensation release for June 2026, wages and salaries made up 68.5% of employer compensation costs for full-time private industry workers, and benefits the other 31.5%.
AWS's summary of the October 2025 us-east-1 disruption dates the start to 11:48 pm PDT on 19 October. That was 06:48 UTC, or 2:48 pm on 20 October in Manila, while most of the US was asleep. None of the Asian cities below change their clocks, and US daylight time runs from 8 March to 1 November 2026, per NIST.

The first cell: 9:00 am EDT is 13:00 UTC, and 13:00 plus eight hours is 21:00 in Manila. An AWS engineer can split the day between live work with your team and the overnight watch:
Use the live hours for change reviews and deploys that need a US approver.
Put patching, cost reports and on-call cover in the first hours of the shift. At 5:00 pm in Manila it is 4:00 am in Chicago, so an overnight alarm lands on an engineer who is awake. We set that schedule before the offer, which is how our placements get 4-6 hours of daily overlap with US hours.
Late hours cost more for employees. The Philippine Labor Code sets a night shift differential of at least 10% for each hour between 10 pm and 6 am (Article 86), so four hours of the Manila shift qualify. Vietnam's Labor Code counts 22:00 to 06:00 as night work and adds at least 30% (Articles 98 and 106).

Screen for the work that breaks production or the budget. Each area below comes with a test you can run.
AWS's IAM best practices open with two requirements: human users federate through an identity provider to get temporary credentials, and workloads use IAM roles. Under the shared responsibility model, that configuration is yours: AWS secures the cloud, the customer secures what runs in it. Hand the candidate a policy with "Action": "s3:*" on "Resource": "*" and ask for the least-privilege version.
Terraform was used by 18.7% of professional developers in the 2025 Stack Overflow survey. HashiCorp switched Terraform from MPL 2.0 to the Business Source License on 10 August 2023, as the OpenTofu manifesto records, and the Linux Foundation's OpenTofu fork shipped its first stable release on 10 January 2024.
A senior engineer can explain which one your team runs and why. Give them a terraform plan that destroys and recreates a database and ask what they would change before approving it.
Amazon EKS keeps a Kubernetes version in standard support for 14 months, then in extended support for 12 more, per the EKS version documentation. On the EKS pricing page, standard support costs $0.10 per cluster per hour and extended support $0.60, which works out to about $360 more per cluster over a 30-day month. Ask the candidate to walk through their last minor-version upgrade, including the add-ons they checked first.
The October 2025 disruption started with a latent race condition in DynamoDB's automated DNS management, which left an empty DNS record for the regional endpoint. New EC2 launches in the region then failed from 2:25 am to 10:36 am PDT on 20 October.
Ask how the candidate's last system would have behaved with DynamoDB unreachable in us-east-1, and which dependencies they would move to a second region first.
AWS advertises savings of up to 72% on Savings Plans against On-Demand prices and up to 90% on Spot Instances, which AWS can reclaim. The skill is knowing which workloads tolerate interruption. Give the candidate a Cost Explorer export and ask for three changes, with the risk each one carries.
The AWS Certified Solutions Architect - Professional exam runs 180 minutes, with 75 questions, and costs $300, per its certification page. Candidates can sit the current version, SAP-C02, until 17 November 2026, and registration for SAP-C03 opens on 27 October 2026. Treat the certificate as a floor and test the hands-on skills above anyway.
Software is not one of the nine categories of commissioned work that can be "work made for hire" under 17 U.S.C. § 101, and infrastructure code is software. Modules a contractor writes stay theirs until they transfer them, and a transfer must be in writing and signed under § 204(a).
Tax follows where the work happens. IRS Publication 515 says the place where services are performed determines the source of the income, so an engineer working from Manila earns foreign-source income. The engineer gives you Form W-8BEN to certify foreign status.

An engineer who carries your pager and works your change calendar fits both descriptions. Whichever route you pick, create their access through your identity provider, so disabling one account removes their AWS access on the day the engagement ends.

Cloud work reaches your US team in writing: pull request descriptions on infrastructure changes, runbooks and incident timelines. AWS's own post-event summaries set a useful bar, with times to the minute and a named root cause. Ask for a short incident write-up during the assessment.
Plan cover around both calendars. Thanksgiving on 26 November 2026 is a normal working day across Asia, and Black Friday follows on 27 November, so an engineer there can watch scaling and alarms while your US team is off.
Article 112 of Vietnam's Labor Code gives five paid days for Lunar New Year, in late January or February. Put a US engineer on the rotation for that week, and avoid scheduling a major migration inside it.

Stage 1: Define what the hire owns Write down the accounts, regions and services the engineer will run, whether they carry the pager, and the change approval rules. A hire who owns an EKS platform needs a different test from one who owns the AWS bill.
Stage 2: Application review We look for infrastructure the candidate has run in production: the size of the estate, the IaC tool, and the last incident they led. Certifications count, after hands-on evidence.
Stage 3: Skills assessment The candidate fixes an over-broad IAM policy, reviews a Terraform plan with a destructive change and proposes savings from a cost export. We score the written explanation as well as the fix.
Stage 4: Live technical interview with a senior engineer A senior engineer runs a system design session for a service that must survive the loss of one region's DynamoDB endpoint, then asks how the candidate would schedule an EKS minor-version upgrade.
Stage 5: Background and reference checks We ask former managers how the candidate handled production access, change approvals and on-call handoffs.
