LATAM vs CEE vs APAC for Hiring AI Engineers
Three regions, twelve markets, one senior AI engineer. We priced the hire the way finance does, salary plus statutory employer burden, then checked English, time-zone overlap and engineering depth against published data. The ranking that comes out is not the one the salary tables suggest.

Finding 01
Employer Burden Reverses the LATAM and CEE Ranking
On salary alone, LATAM looks about 14% cheaper than Central and Eastern Europe. Add the statutory employer contributions each market actually charges and LATAM becomes about 14% more expensive.
The cause is structural, not cyclical. Brazil's CLT stack lands near +60% once the 13th salary and vacation provisions are annualised, and Colombia's parafiscales are not far behind. Meanwhile roughly two-thirds of Polish developers invoice as sole traders, Romania moved its social burden onto the employee, and Ukraine's Diia City regime caps the employer contribution at 22% of the minimum wage, which is a few hundred dollars a year rather than a percentage of a senior salary.
Average Annual Cost of One Senior AI Engineer
Statutory contributions only. Recruitment fees, equipment, EOR or entity costs and discretionary benefits sit on top of every bar equally and would not change the ordering.
What to Do with This
Ask any vendor quoting you a LATAM or CEE rate which line they are quoting. A salary number and a fully loaded number can differ by half again in Brazil and by nothing at all in Poland, and the two are routinely presented side by side as if they were comparable.
Twelve Markets, Priced the Same Way
Senior means five to eight years and ownership of production AI work: LLM and agent systems, retrieval, evaluation or MLOps. Not a generalist data science title.

The strongest English score in this report. The IT income tax exemption ended in January 2025 and gross salaries repriced upward to absorb it.
The employer pays only the 2.25% work insurance contribution; the social burden sits on the employee.
The best price-to-seniority ratio in CEE. War risk, mobilisation and power continuity are live operational factors, not footnotes.
Diia City caps the social contribution at 22% of the minimum wage, so employer cost is a near-flat few hundred dollars a year.
EU-domiciled and stable, priced accordingly. The only market in CEE here with a Western-European burden profile.
24.8% social plus 9% health. Social is capped at 48x the average wage; health is not capped.
The largest pool of AI engineers on earth and the widest pay spread in it. Generalist ML and production LLM work are two different markets wearing one job title.
EPF is mandatory only up to a wage of INR 15,000 a month, so the employer rate collapses at senior pay. Gratuity provisions at 4.81% of basic.
The fastest-improving AI skills base in the region, on a contribution cap that rewards hiring senior.
Contributions are capped, so real employer uplift falls from 23.5% at mid pay to 14.2% on a senior package.
The strongest English in APAC and the second strongest in this report, at the lowest loaded cost of any market in it.
Every contribution ceiling is low, so the statutory 13th month becomes the larger half of employer cost at senior pay.
A large and young engineering base with a thinner senior AI bench than India or Vietnam.
BPJS looks light at about 9%. The statutory THR holiday allowance adds another 8.33% on top.
Finding 02
LATAM Does Not Have an English Advantage
It is the most repeated claim in nearshore sales decks, and the EF English Proficiency Index does not support it. On the 2025 edition, Asia averages 506 across our four markets against LATAM's 494.
Argentina is genuinely strong and ranks 26th worldwide. Mexico ranks 103rd of 123 and fell 19 points in a single year. The Philippines outranks every LATAM market except Argentina, and Romania and Poland outrank all of them.
EF English Proficiency Index 2025 Score
123 countries and regions. Global average 488. Bands: 600+ very high, 550 high, 500 moderate, 450 low.
Country-level scores measure the general adult population, not engineers, who skew higher everywhere. Use them to rank markets against each other, never to predict one candidate.
Finding 03
Overlap Is the One Thing Money Cannot Buy Back
Against a 9-to-6 US Eastern day, LATAM gives you 7.8 hrs of shared working time on a standard local schedule, CEE gives you 2.5 hrs, and Asia gives you none. Against a Central European day the order inverts: CEE 8.5 hrs, LATAM 3.8 hrs.
The zero is real but it is not the whole picture. Shifted schedules are standard practice in hiring across Asia and are negotiated into the offer, which typically buys back three to five hours. The point is that in LATAM the overlap is free, and everywhere else somebody is paying for it in sleep.
A Local Working Day Against 9am–6pm US Eastern
Both days are 9am to 6pm local. The reference is US Eastern standard time (UTC−5); daylight saving moves every bar by an hour for part of the year. India's UTC+5:30 offset is rounded to the nearest hour in the strip only. The hour count beside it uses the exact offset.
Finding 04
Only One Region Can Absorb a Hiring Plan
For a single hire, supply is irrelevant, because every market here can produce one strong senior AI engineer. For eight hires in two quarters it is the only thing that matters, and the depth is not close.
India alone added more new developers to GitHub in 2025 than the entire developer populations of Poland, Romania, Ukraine and Czechia combined. That depth comes with the widest quality spread in this report, which is a screening problem rather than a supply problem.

Coursera's 2025 Global Skills Report ranks overall skill proficiency across 109 countries. India leads the world in generative-AI course enrolments and still ranks 89th on proficiency, which is the clearest available evidence that volume of learning and depth of capability are separate variables.

Headline rates are the highest outside the US, and the contractor model that keeps burden near zero brings its own compliance work.

Method
The role. One senior AI engineer: five to eight years, owning production AI work such as LLM and agent systems, retrieval, evaluation or MLOps. Not a generalist data science title, which is where most published salary averages for these markets come from and why they read low.
The salary band. Triangulated per market from national IT salary surveys, remote-hiring platform data and our own placement history, then expressed as an annual gross figure in USD at spot rates on 20 August 2026. The model uses the midpoint of each band.
The burden. Statutory employer contributions on the dominant engagement type in that market, calculated at senior salary level. This matters: several Asian schemes are capped, so the employer rate falls as pay rises. Mandatory 13th month, THR and holiday allowances are included because they are law, not benefit.
What is excluded. Recruitment fees, EOR or entity costs, equipment, discretionary benefits, equity and bonus. These apply across every market and would not reorder the table.
Time zones. A 9am–6pm local day intersected with a 9am–6pm reference day, in UTC. The US reference is Eastern standard time (UTC−5) and the European reference is CET (UTC+1); daylight saving shifts both for part of the year.
Honest limits. Salary bands are ranges, not census data, and the spread within any market is wider than the gap between some of them. Country-level English scores describe adult populations, not engineers. Treat this as a way to shortlist regions, then benchmark the specific role.
